SOUTH FLORIDA WATER MANAGEMENT DISTRICT (SFWMD), W. Palm Beach, Florida 1996-2007
DIRECTOR KISSIMMEE RIVER RESTORATION DIVISION 2004- 2007
Managed a staff of scientists, engineers and technicians, to work on the largest river restoration Project in the U.S. This is a $578 MM project and as Division Director, had the lead responsibility of a very comprehensive restoration program that involves professional work in areas from modeling;
Directed regular monitoring of specific hydrologic parameters, and of a wide array of wildlife species (selected algae, insects, fish, reptiles, and avian varieties) and extensive fauna classification of a wide floodplain.
Worked closely with US Corps of Engineers, as partners in design, review and permit monitoring of project phases. Initiated a cost accounting initiative, which resulted in savings of approximately $40 MM of less local contribution from the SFWMD.
Lead a comprehensive $8 MM watershed operations model development, including use of GIS, surficial and underground water modeling, which included 19 lakes and the Kissimmee River, to better balance conflicting water supply needs (urban, agricultural and natural resource needs) across the Kissimmee Upper Chain of Lakes, and to help establish TMDLs in this extensive area.
DIRECTOR LOWER EAST COAST DIVISION 2002- 2004
Director of ecosystem restoration projects on Floridas eastern coast, from south Palm Beach County to the Biscayne Bay Area in Miami-Dade County. Manage over 20 projects on Biscayne Bay area from minimum flows and levels to habitat restoration. Responsible for Stormwater Treatment Technologies Research Program to support the Everglades Construction Project and the Everglades Stormwater Program. Provided engineering and scientific staff support to all of the Comprehensive Everglades Restoration Plan (CERP) projects located in the Lower East Coast area, including the Water Preserve Areas, Lake Belt, Wastewater Reuse Pilot and the Biscayne Bay Coastal Wetlands projects.

DIRECTOR ECOLOGICAL TECHNOLOGIES DIVISION 2000 - 2002
Director of the Ecological Technologies Research Program for the second phase of the Everglades Construction Project (ECP). The goal by Florida Law is to meet the most stringent reduced nutrient level requirement for any ecosystem restoration project in the U.S (10 ppb of total phosphorous) before discharging into Floridas Everglades. Responsibilities include management of this research program and its 16 scientists and engineers and of several multimillion dollar research contracts ($ 35+ MM) for:
Research and demonstration of advanced treatment technologies, for removal of nutrients from waters discharging from 15 hydrological basins (over 700,000 acres producing agricultural and urban runoff) before entering Floridas Everglades. Water treatment options under research extend from assessment of different types of vegetation communities in the STAs, to chemical treatment of stormwater runoff to reduce phosphorous.
Optimization of nutrient removal performance of existing Everglades Construction Project components, which include over 42, 000 acres of Stormwater Treatment Areas (STAs) by dealing with hydraulics, operations support, performance analysis and site management of each STA.

DEPUTY DIRECTOR - EVERGLADES CONSTRUCTION PROJECT DEPARTMENT 1996 - 2000
Deputy Department Director for the overall management of the Everglades Construction Project, the cornerstone of the restoration of the Everglades in Florida. This $800+ MM project consists of the design and construction of over 42,000 acres of stormwater treatment areas (impoundment areas, pump stations and canal systems) in the Everglades Agricultural Area. This is the largest ecosystem restoration project of its kind in the world.
Management of design/permitting/construction staff; this group of over 50 engineers, environmental professionals and technicians is made up of District employees, leased workers, and design consultant personnel hired for this project
Led successful negotiations for over $ 50 MM, for the procurement of design professional services, construction support services, and procurement of equipment of pump stations; presented recommendations for contract awards of over $ 120 MM to the SFWMD Governing Board and the public
Responsible for extensive interagency coordination with State regulatory agencies and Federal agencies (DOI, EPA, USFWS); Lead the negotiations leading to 404 permitting from the US Corps of Engineers; the NEPA permits for construction along with the negotiating efforts for obtaining the very complex Operating Permits for each Stormwater Treatment Area from the FL Dept. of Environmental Protection and EPA. In addition, negotiated local construction requirements from various local governments.
