ACHIEVEMENTS

Financial Management/Management Control System

Directed finance and control operations for a Georgia based professional engineering and program management services firm. Collaborated on corporate goals, established financial goals and policies, managed development of strategic forecasts and operating budgets, arranged and managed bank relations, directed accounting and project control staff, and reported quarterly and annual results to owners. Employed a small staff of accounting and project employees at corporate and branch offices optimizing net profit for an eleven year period for this $20 million annual revenue firm.

Organized the annual strategic planning and budgeting process for a Georgia based professional engineering and program management services firm. Compiled historical records, collaborated with owners on business goals, solicited goals and plans from division managers, analyzed and negotiated changes with profit and cost center managers and presented a consolidated budget to owners. Used zero based budgeting to guide development of quarterly and annual budgets, which led to acceptable and achievable budgets for 14 profit centers and 3 cost centers.

Centralized financial controls needed to improve information retrieval and vendor relations. Reviewed financial records kept by corporate and five branch offices, recommended centralizing all accounting and project control into the corporate location, planned reporting requirements, sold concept to management and customer audit organizations, and managed the centralization and reporting process. Actions taken improved financial internal controls, improved vendor relations, and improved the opportunity to qualify for vendor discounts.

Managed the selection and implementation of a new computer information system. Surveyed internal departments identified problems, prepared RFP, selected respondents for presentations, and scheduled field trips to observe working systems, defined system integration process, negotiated a price for system and training, and facilitated the implementation and integration process. The new computer system improved project management capabilities and reduced invoice billing time by 37 days.

Directed human resource evaluation initiative including technical managers to position the company for future layoffs following contract terminations. Communicated to engineering department managers the importance of employee evaluations and planning, developed severance and other benefit packages, and issued termination notices and benefits earned based on seniority and individual contributions to project success ratings. Planning of human resource requirements by technical discipline was useful in downsizing the company from 225 to 150 people following completion of two major contracts with no major backlash from terminated employees.

Operations Management/H.R. Management

Led the control group responsible for estimating, scheduling and project accounting on the Miami-Dade County Public Schools bond program for a Georgia based professional engineering and program management services firm. Attended pre-bid meeting, led the bid response development team, negotiated a strategic partner alliance and project pricing, recruited and hired architects and consultants, organized project billing and reporting systems, assisted in choosing vendors and minority contractors. This $1.4 billion program scheduled over 10 years called for renovation of 256 schools and construction of 47 new schools and was completed to clients satisfaction.

Collaborated with the bid response team and served as the Contract Administrator on ten REM V Superfund environmental clean- up projects. Attended pre-bid meeting, developed the staffing matrix and pricing, prepared specifications, negotiated pricing, validated approved subcontractor capabilities, and managed contract relations with government agencies. Led the successful completion of ten projects generating $150 million in revenues, and achieved superior recognition from EPA for two consecutive reporting cycles with a superior rating qualifying for a $500,000 bonus.

Researched and developed position descriptions and compensation ranges for professional staff. Researched national sources, scheduled meetings with technical managers, defined position work requirements, wrote position descriptions, developed compensation pay ranges and grades, and worked with technical managers to slot existing staff. Actions taken resulted in a capability to recruit higher quality of professionals by providing a career path for promotion and led to a reduction in project staffing expense.

Selected and implemented a HRIS system and improved employee benefit programs. Researched benefit sources, selected four firms for presentations of capabilities. Oversaw integration of HRIS with internal management system. Actions taken led to strengthen the employee benefits packaging in seven areas, while reducing employee benefit costs by $200,000 annually.

Organized company wide effort to provide volunteer services to community service programs. Define program scope, used company newsletters and email to promote volunteer service, schedule meetings with employees to encourage participation, and tracked records of employee participation. A record 70% of 150 employees volunteered personal time to community events and 80% of employees provided monetary contributions.

Problem Solving/Decision Making

Managed a program to replace a midrange/Unix computer operating system with a PC/Server network using a custom ERP package for a Georgia based engineering and program management services firm. Reviewed problems with existing system, analyzed systems used by other industry firms, selected and negotiated costs for hardware installation, and hired consultants to integrate system and train staff. The new Axium enterprise system and hardware was installed in a six month period in 9 locations with 150 computers, and provides an excellent source for analyzing and managing project data.

Negotiated terms for a new professional liability insurance policy. Reviewed existing policy prior to expiration, identified and provided information to insurance sources, analyzed bids, and negotiated multiyear contract. The new policy improved the coverage, inclusions and endorsements, and provided $100,000 reduction in annual premium.
