SCAT was a grassroots environmental organization that organized opposition of residents to the proposed extension of I-355 in Will County, Illinois. Formed in 1994, when the extension appeared to be a done deal, SCAT began mobilizing residents, held public meetings, collected petitions, presented testimony at legislative hearings, and became a highly regarded source of information to officials and the media. Developed a coalition with the Sierra Club, the Environmental Law and Policy Center, and the Business and Professional people for the Public Interest, which resulted in the filing of a successful landmark Federal Environmental lawsuit, stopping the construction of I-355. Engaged in legislative research and hearings, which resulted in the passing of new laws to protect the public. Recipient of the Distinguished Champion of the Public Interest Award for 1998.
