Summary: I have been responsible for facilities construction, maintenance, management, quality control (using the Three Phase Control for Contractors QC method) training, contract administration, field inspection, construction and repair management, personnel, office services management, training and safety program design for a variety of companies serving both governmental agencies and private industry. Currently Project Manager for a grid tied solar power generating facility in a brown-field to renewable energy conversion facility proposed for Brunswick, Georgia. Duties include feasibility study and systems specification development as well as preparing site plans and BOM for estimating and bid requests. Responsible for cost estimating, operating standards, construction specifications and compliance with all regulatory bodies. Produced facilities maintenance plan and prepared training documentation for preventative maintenance procedures and troubleshooting. The project is currently under review for funding by the U.S. Department of Energy.
Developed construction material specification documentation for all trades, engineers, sub-contractors, architects and designers for a proposed active living condominium and restaurant project slated for construction in Brunswick Georgia. Coordinated the completion of CAD drawings of the interior layouts, elevations, mechanical and detail plans, developed and produced plan sets for distribution via CDs to all bidding sub-contractors and suppliers. Worked with the project architect to define specifications for fire protection, HVAC, electrical, landscape lighting, amenities, elevators, mechanical and life safety and ADA compliance issues. Designed and produced material specifications to assure that all suppliers had comparable data for bidding on the project. Reviewed contract language with sub-contractors during pre-construction conference and conducted inspections of work in progress to assure compliance with contract requirements.
Provided project management services to a specialty industrial equipment manufacturer with primary responsibility to improve long term maintenance procedures and reduce repair costs over time. Worked with engineering, customer service, production and marketing personnel to address specific quality and design issues that were affecting sales of the equipment. Traveled to customer sites to coordinate the resolution of maintenance and customer support challenges. Extensive contact with customers in the Department of Transportation, Forestry Department and facilities management personnel.
Odin Systems International, Inc., St. Simons Island, GA 2/1994-3/2006 Project Manager
Managed construction projects Quality Control program and ongoing maintenance for facilities in the US, South America and Europe, primarily for Department of Transportation facilities. The projects included facilities on or near major roadways, parking garages, housing units and airports. I was responsible for coordinating engineers, technicians, sub-contractors, tradesmen, distributers and suppliers to assure successful completion of construction and maintenance projects. Provided daily and weekly progress reports to the contracting State or Federal Department of Transportation offices as well as local agencies to comply with all regulations set forth by a variety of governmental bodies. Also coordinated OSHA compliance and Drug Free worksite program.
The projects were located throughout 15 states in the U.S. with additional projects in Canada, South America and Europe. Made technical presentations to engineering and management personnel of sub-contractors for pre-construction conferences and pre-bid mandatory showings. Escorted bidders to the facilities to inspect the field conditions and answer questions to aid in receiving accurate bids. Participated in the negotiations of initial contracts as well as change order and contract amendments, managed liquidated damages negotiations, worked closely with contractors to avoid costly over-runs and deficiencies in work completed. Frequently identified incomplete work during inspections and immediately facilitated corrective action before the errors caused serious disruptions. Provided detailed maintenance and construction documentation to all contractors and coordinated distribution of supplemental information, modification and project amendments to all participants.
Projects ranged from $25,000 maintenance agreements to $1,000,000 major rehabs integrated into a $250,000,000 reconstruction effort. In addition to conventional construction and maintenance duties, I supervised installation of piping and electrical conduits both underground and structure mounted that ranged in length from several hundred feet to miles of piping, using directional boring, plowing and trenching methods. I was also responsible for sensor system specification and integration as well as the installation of the sensor arrays and communications equipment.
Provided project management for commercial projects at parking garages, colleges, hospitals and manufacturing facilities. Duties often included working overnight shift to accommodate traffic, air travel and tenant use of roadways, runways and parking structures.
Responsible for managing the jobsite safety and security at roadway, airport and commercial locations, including training tradesmen in safe operations, system maintenance, material safety data and personal safety standards. Gave training for hazardous workplace safety and was responsible for enforcing the companys safety program. Often supervised work in hazardous locations including; high volume traffic sites, runway and taxiway locations, open trenches, confined underground spaces, mines and tunnels. Was directly responsible for job site security, including worker access to roadways and restricted areas at airports. Implemented material storage and supply security including fenced areas, sealed containers and other facilities.
In addition, I conducted operator training courses for FHWA personnel, State DOT personnel, Norwegian Road Ministry, Chilean Public Works Department and other users in maintenance procedures. Delivered training, coordinated installation with field engineering personnel, established project planning documentation, budget tracking, coordinated inspections, assured compliance with safety and building codes and other project management duties. Prepared and presented PowerPoint presentations for use in governmental training courses at FHWA and DOT conferences, seminars and workshops.
