In May 1989, was appointed Project Director to oversee an IADB contract involving the construction of five elementary schools in rural districts. Responsibility included daily tracking of materials, labor, and equipment for each project site in addition to direction and coordination of specialist sub-contractors (re-bar and formwork placing, concrete placing, joinery subcontractors, finishers, etc.
Similar responsibilities with Point Lisas Development Cooperation involving the paving, construction and development of industrial port facilities.

Liaison with statutory agencies for essential services: water, sewerage, electricity, and telephone, gas from application and approval stages to supervision of installation. Directly responsible for sourcing and purchasing of local and overseas materials for finishes to the hotel. The final cost of this 121-room facility was $13M.
