Mr. Allen has experience in the management of departments, programs and projects that involve planning, design, procurement and construction on endeavors ranging from $500K to $2.5 Billion. Facility types include healthcare, pharmaceutical, research and development, higher education and campus planning, food and beverage, power, criminal justice and corrections, and environmental. Don is well-versed in all aspects of project management with further experience in project acquisition, planning, design, constructability, execution and management of different construction delivery methods (CM, CMAR, Design/Build, Construct Only, Fast Track and Design Bid Build). PROGRAM MANAGER/PROJECT DIRECTOR - Hospitals in Miami, Florida responsible to the Hospital for successful completion (schedule, budget, safety, quality) of a series of projects that included design, procurement and construction. The Projects included renovation (gutted space) and upgrade to approximately 250,000sf of 7 patient floors, 5 operating suites with new equipment, a new Lobby for the Main Hospital West Wing, and conversion of existing space into a new Outpatient Infusion Oncology Center (15 stations and 2 suites), a new Underground Fuel Storage Facility (50,000ga) and distribution system, Campus Wide (All buildings and Common Space) Upgrade of Security systems for Hospital Public Safety, and conversion of Common Spaces to Pedestrian Mall and Park renovation and reconfiguration of Retail Space.

PROGRAM MANAGER - Planning and Programming included complete renovation to the Rehabilitation Hospital, a new grass roots Pediatric Ambulatory Pavilion (160,000 sf) and Pediatric Hospital Expansion (230,000 sf).for the Hospital and University of Miami Pediatrics Department

PROJECT DIRECTOR - for design and construction of a large expansion to County in Florida Jail Facilities ($266 million). The work is being designed by international architects with engineering being done by local firms. Preconstruction and Construction services are being provided on a CM at Risk basis. The work is primarily hands-on with a small support staff and the intermittent use of Heery support services.
Prior to joining Heery, Mr. Allen was Sr. Project Manager for large international engineering and construction management firms serving in the capacity of both Program and Project Manager primarily in the Criminal Justice, Higher Education, and Oil and Gas business lines.
Sr. Project Manager University design and construct of a 60,000 square meter research and education facility. Estimated cost $300+ MM CN. Managed design group and CMGC in preparations for execution of the work.

Project Director - for a 1000 bed close-custody Correction Facility in Ohio for the Ohio Department of Rehabilitation and Correction. Design based on tunnel form (precast) housing units and precast Administration Building, using a North Carolina facility as a prototype. Project estimated at $81MM.
Program Manager for expansion of two Correction Facilities in the State of Delaware System. Valued at $125MM, the expansion included 30 ad seg beds, and 300 max beds in one unit including new food service, 10 bed medical unit, and new visitation area. It also included power and control and HVAC upgrades for the existing unit. The second unit added 100 medium/minimum beds in dormitory style, and mechanical and electrical upgrades to the existing unit.
Program Manager Director of Capital Projects at North Carolina Central University responsible for a program of 32 capital projects with an aggregate value of approximately $225MM. The projects included a new Science Complex, a Library expansion, Law School expansion and renovation, 2 new dormitories, infrastructure expansion and upgrades and a major renovation to the main Administration Building. 60% Renovation and 40% new construction. Coordinated with University administration, faculty and staff to insure uninterrupted operations. Was the liaison for the University with NC State Construction Office and General Administration for the University System. Work performed through 7 Project Managers and a support staff.
Program Manager, Criminal Justice seconded to the City of Richmond, Virginia responsible for managing renovations to the City/County Jail (replacement of sliders on 150 existing cells), addition of a new courtroom and security upgrades to chambers circulation in the Criminal Courts Building, and security upgrades, and renovation to juvenile program space and courtrooms in the Juvenile Center. Worked closely and extensively with Jail Staff, Chief Judge and Clerk of Courts, the Chief Judge of the Juvenile Courts, and the Juvenile Center Chief Administrator.
Project Director Engineering and Equipment Procurement (EP) contract for a major pharmaceutical manufacturing and packaging campus in Manassas, Virginia. Team was over 300 at peak with representatives from all A/E disciplines and construction services involved. 5 Project Managers and Support Services Managers were direct Reports
Sr. Project Manager during the construction close out and of two State Prisons, one in Western Maryland (1500 beds $128MM) and one in Western Pennsylvania (2000 beds, $132MM). Served as the Construction Coordinator during loading by the Owners.
Project Manager on Four - (4) simultaneously designed and built turnkey 500 bed prison projects for the Department of Corrections (TDC). Design and construction was funded by the contractor, bought out by the State and then operated by nationally known correction facility operators (who also provided input to design based on the program that was to be implemented during operations).
Sr. Project Manager on a 600-bed Youthful Offender Correction Facility for the State of North Carolina. Seven building campus on 46 acres. The project was valued at $35MM. The project included a large complement of Corrections Industry projects and construction of some items by inmate labor. This was the first CM at Risk project for the State of North Carolina.
Sr. Project Manager Responsible for a team of Architects (7) and Construction Managers (5) doing Planning, Programming and Design for the complete rebuild of Campus in New Orleans, for the Louisiana Army National Guard caused by Hurricane Katrina. Included new utility and communication backbone and distribution, renovation of several historic (National Registry) buildings, demolition of major structures, and the rebuilding of ten Command Group Buildings. Coordination efforts with local, state, and federal (City, Parish/State and NGB/DoD) entities for funding, permitting and required approvals.
Site Support Manager - Responsible for Construction Engineering, Project Controls, Subcontracts, and Procurement and Material Handling Departments on a three site (Module Fabrication, Main Process Plant and Gas Dehydration/Pumping Facility), two train, EPC "grass roots" gas processing facility for Exxon in the Wyoming high desert. Design coordination, assembly, transport (Idaho to Wyoming), and setting of large process modules for equipment and piping. Responsible for planning and construction of a 2,000 - person camp.
