Project Management
Managed 2001 Parks and Recreation bond referendum for DeKalb County. Developed/Administered $39 million budget to build new parks, develop new facilities and renovate/improve existing parks; worked with commissioners on individual district budgets; overcame increase in cost of materials from bids to actual construction with virtually no change orders; controlled critical path change orders; found creative ways to substitute less expensive products or alternative solution; managed projects from design master planning stage to final construction; oversaw design and landscape engineers; co-authored, reviewed recommended bid awards; obtained community buy-in. Results: Renovated/Opened 20 projects; all built to budget and on time.
Led $1 million revitalized project from master planning to final construction. Spearheaded pre-proposal meeting with outside architects and engineers; provided scope of work and survey; reviewed/negotiated proposals; benchmarked against county standards; chose lead designer; collaborated during document phase; put plans out to bid and reviewed; managed permitting phase; ran pre-construction meeting with general contractor county department officials; purchased site material; monitored/ provided support to architects, engineers, county officials and neighborhood groups. Devised/Implemented strategy to expedite plan approval process facilitating quicker entry into construction phase for The Home Depot (THD). Ensured all documents including civil, landscape, electrical, storm water, mechanical and environmental plans completed to county standards; met and established rapport with county officials in each department reviewing plans; became familiar with individual needs/requirements; presented in person to answer questions and make revisions within same day. Results: Reduced average approval time from 6 months to 6 weeks.
Directed project to convert farmland to passive recreational space with state-of-the-art amphitheatre from pre-construction meeting to grand opening. Coordinated with and interpreted plans for general contractor and sub-contractors; collaborated with fabricator and structural engineer to maximize use of site conditions and create visually aesthetic structure; worked with landscape engineer in staking out disk golf course; ensured specifications followed, work proceeded on schedule and within budget; reviewed submittals and pay requests for discrepancies. Results: Completed $3.8 million project per contract.

Served as point of contact to troubleshoot issues arising among community, contractors and district Commissioner during $2 million Murphy Candler Park Lake and new dam project. Listened to issues from all sides; designed truck route to overcome objections to heavy equipment infringing on elementary school circulation; rerouted walking trails; led community meetings for status updates; coordinated work schedules between contractors dredging lake and building dam. Results: Avoided issue escalation to Commissioner; minimized impact on neighborhood/park; ensured federally funded project met funding guidelines.
Turned around dead project to build mixed-use park in gentrified neighborhood by revitalizing steering committee and community commitment. Contacted former committee members; enlisted appointment of diverse community to build dedicated committee; explained plan to develop soccer and baseball field, playground, multi-use trail, restrooms, etc.; sought neighborhood, local elementary school, police and architects input into design of master plan; presented plan at public meeting. Results: Gained approval after first meeting from DeKalb Board of Commissioners, CEO Vernon Jones and community; served as liaison throughout design/build phase; all parties completely satisfied with end product.
Designed gas facility for Costco under supervision of professional engineer. Leveraged knowledge of site as former project manager for THD in same shopping center; researched code requirements and environmental impact study; developed layout and drawings; submitted for approval; hand-carried plans and utilized communication and knowledge of government personnel/ procedures to expedite approval process. Results: Completed design 3 months and approval process 5 months ahead of schedule.
Worked with elementary school representatives and DeKalb board of health on special project to develop eco trail/park. Analyzed site; understood client needs; reviewed requirements necessary to receive CDC grant; designed trail; prepared slide presentation. Results: School granted funding; oversaw construction.
Problem Solving
Eliminated backlog of 300+ construction plan sets submitted by various engineering firms to Georgia DOT for design review as co-program manager. Reviewed transportation enhancement and livable community initiative projects throughout state e.g. bike paths, handicap accessible, streetscapes, railroad crossings; communicated with plan designers from engineering, architectural and landscape firms to ensure DOT standards met; created workshops and PowerPoint presentations for firms struggling with design requirements Results: Enabled $90 million in projects to move forward; reduced approval time from 1 year to 6 weeks.
Troubleshot life and safety issue on $1.5 million project to construct playground on 3 acres with running brook in middle of site. Evaluated design plan; inspected site; anticipated need to chlorinate pond and alter depths; informed and worked closely with designers and county staff overcome problems and move project forward; purchased site equipment and materials. Results: Added minimal cost overrun to avoid harm to citizens and shut down by Board of Health.
Audited all pay requests to ensure all work performed, materials delivered and change orders approved and completed for all projects. For example: identified contractor attempting to charge Gwinnett county for work not performed and materials not delivered in addition to claim for unauthorized change order; explained situation to employer enabling notification/action to be taken. Results: Denied request for $50,000 in example; saved employers hundreds of thousands of dollars over employment history.
Uncovered need to create underground detention facility while leading design phase and project managing CVS Pharmacy. Evaluated site footprint to accommodate structure; noted site unable to meet drainage requirements; produced alternative design layouts; informed client of need for additional land or to implement underground drainage; made recommendations; oversaw build and permitting. Results: Saved client time by designing solution to fit prime real estate site; avoided need for added expense of purchasing second lot to accommodate above ground detention facility or purchasing new site in less desirable location.
