Experience 3/2001 11/2009Armstrong Torseth Skold & Rydeen Architecture, Inc. Senior Civil Engineer: Responsible for all Civil-Site related design and construction management for K-12 educational facilities. Work includes but is not limited to new High School facilities in Marshall (Minnesota), New Richmond (Wisconsin), and DeKalb (Illinois). Coordination with architects, mechanical engineers, electrical engineers, and other technical disciplines as needed to plan and implement new infrastructure improvements. Provide storm water runoff management designs as required to satisfy local, state, and federal NPDES standards associated with rate and volume discharge control. Prepare and submit construction document applications for agency reviews. Follow-up documentation with agency review staff to insure approvals prior to beginning construction. Provide technical presentations and answer questions at informational neighborhood, school board, and city council meetings. Coordinate preliminary surveys, wetland delineation, and geo-technical exploration work on all projects to insure design accuracy. Provide technical direction to field staff during construction operations. Prepare RFCOPs, ASIs, and other related documents necessary in keeping construction tasks on schedule for anticipated project completion. Provide quality control and quality assurance throughout all design and construction phases of the project.
12/1991 3/2001Howard R Green Consulting Engineers, Inc. Project Manager: Consultant City Engineer for Mahtomedi, Minnesota from December 1994 to May 2000. Coordination with developers, architects, planners, attorneys, City staff and elected public officials to plan and implement infrastructure improvements. Provide comments and recommendations on new subdivision proposals, site development, redevelopment and other city related issues. Presentations at informational neighborhood, watershed district, planning commission, and city council meetings. Overall project management on municipal projects associated with streets, water distribution, sanitary sewers, and storm water management, ranging in construction cost from $25,000 to $3,000,000. Preparation and implementation of a five-year Capital Improvement Program that detailed short and long-term goals. Responsible for establishing and monitoring project budgets, coordinating site surveys, drafting and engineering tasks, meeting project schedules, and quality control assurance throughout all phases. Understanding of the Municipal State Aid process related to design, construction and financing requirements. Provide consulting services to client communities such as; the Citys of Hopkins, Plymouth, Eagan, Mankato, and Champlin.
7/1989 12/1991TKDA Engineers, Architects, Planners Project Engineer: Assistant to the appointed City Engineer for the development, design, and construction of public works improvement projects in the communities of White Bear Township, Lino Lakes, and Lake Elmo. Engineering representative on a $4.5 million Mississippi River Lock and Dam Rehabilitation project near Red Wing, Minnesota. Representing the design team and coordinating construction efforts with the Corps of Engineers. Served as a consultant engineer to the 3M Corporation on a variety of site work related projects. Member of the municipal design team assigned to the City of St.Pauls sanitary/storm sewer separation projects.
5/1984 7/1989Suburban Engineering, Inc. Staff Engineer: Preliminary development plan, grading and drainage, erosion control, utilities and street construction plan preparation. Final plan and specification preparation on grading, water supply, sanitary sewer, storm water management and street construction projects. Coordination efforts associated with obtaining agency approvals such as: County, MnDOT, Watershed, Health Department, MPCA, etc. Quantity take-offs and cost estimating of proposed construction. Coordination of inspection personnel and making field engineering recommendations as required. Review and preliminary approval of payment voucher requests. Coordination of record drawing preparation and delivery.
