I saved the assessment district millions of dollars in existing system upgrade costs by implementing a lift station prioritization program. The program installed microchips in the RTUs of lift stations which prohibited specific master lift stations from pumping at the same time. The program successfully reduced the system head and flow conditions with no adverse impact on the mainland wastewater transmission system when the barrier island flows were introduced.

Halpatiokee Regional Park Irrigation System One of my major accomplishments while working at Captec Engineering was finding an Irrigation water source for the Halpatiokee Regional Park. My discovery and fast track design and permitting saved the County from a potentially embarrassing situation with an upcoming Grand Opening event. When the project manager from the County came to me with this significant problem, the fields in the Park had already been final graded and the Grand Opening was less than three months away. He said Bill you are the only one I know that can help me. Everyone else (other consultants) had known about this issue and no one had a solution. I stayed late that night and found a 60 acre lake adjacent to the South Boundary of the Park. I looked at the ownership records and found that the lake was owned by the state and controlled by SFWMD. The lake was the remains of a borrow pit that was used for fill in building I-95. My immediate thought was that the lake was an excellent source for surface water withdrawal for irrigation water. The next day, I immediately called my connections at the SFWMD and they stated that they would have no problem permitting a water use permit for the Park with proper design plans, calculations and applications of course. Within two weeks I had the pump and piping system designed. We obtained the water use permit from SFWMD in one week and held meetings with the contractors to start work as a change order. The Park was irrigated, the grass grew on the fields and the grand opening went off without a hitch. No one knew there was ever a problem. Also, the County is now leasing the 60 acre lake and they have plans to convert the lake into a casual use water Park.
Martin County Utility Successful Bid to Continue to Operate and Maintain the Utility One of my proudest accomplishments was my role in leading our Utility through a competitive Bid process. I prepared the bid package and managed our Utility's successful competitive bid against private operators. I created and choreographed our bid presentation which received a standing ovation from the County Commissioners. We won the bid to continue to operate and maintain the Utility which was under considerable political pressure to be privatized.
