I possess over
thirty five years of broad-based hands-on work experience involving quality
control, supervisory, and project management responsibilities. My construction project experience includes,
but is not limited to: large scale
government office complexes, historical government buildings, educational
facilities, correctional facilities, healthcare facilities, recreational
facilities, and commercial construction.
I am familiar with Federal Government and Institutional Contracting and
Procurement practices, and the processes and procedures of both the
Design-Bid-Build and DesignBuild Fast-Track project delivery methods. My most recent position relies on my in-depth
knowledge of, and extensive experience with, all aspects of Construction
Contracts Administration; including but not limited to: specifications editing,
cost estimating, pre-construction constructability review, pre-qualification of
potential bidders, preparation of Bid Documents, Pre-Bid Conferences, Bid
Tabulation, Bid Evaluation, Contract Negotiations, Pre-Construction and Project
Kick-Off Conferences, interpretation of Construction Contract Documents and
design intent via the RFI process, and construction submittal processing and
reviews. I also have significant experience with the Change Management Process;
including Change Order scope preparation, evaluation of Contractors proposals,
and Change Order negotiation on behalf of my clients.
CONSTRUCTION
MANAGEMENT STRENGTHS

place for evaluation of Contractor Pay Requests.

contractor compliance with plans and specifications.

EXPERIENCE
* Eisenhower Executive Office Building,
Washington, DC.
Served as Senior Construction Contracts
Administrator and On-site Construction Representative for
the three-phase major renovation of this
historic facility in Washington, DC.
This GSA Design/Build
Project included major interior demolition,
replacement/upgrade of all utility systems, Architectural
and interior fit-out upgrades, including preservation
and restoration of historical architectural
features.
This 8 year three phase project is valued at $450M +.
* Pentagon "Wedge One" Office
Renovation, Arlington, VA. 1998-2001
Assigned as full time, on-site Construction
Contracts Administrator and Design Team Leader
monitoring this first of 5 Pen Ren major
renovation projects at this mission critical site. Also
managed the construction of several other
concurrent projects for Washington Headquarters
Service on the Pentagon Reservation. Provided direct liaison between Contractors
Field Team, the
Design Team, and the Clients Project Team
(Pen Ren). Conducted weekly construction
coordination meetings. Inspected work in place for compliance with
contract documents. Analyzed
Change Order Requests and negotiated final
settlement of Change Orders with Contractor.
Performed daily field observations. Coordinated Project Close-out, including
Project Punch-list and
various other Project Management responsibilities
as required.
