SUMMARY OF EXPERIENCE:
Broad professional experience in client relations including Project and Program Management, Project Engineering, Construction / Contract Management, and Engineering, with a focus on safety, quality, cost, and schedule. At Clients request worked as their Owner Representative in the engineering contractors office. Background contains both home office and jobsite assignments, for grassroots, expansions, and revamped facilities with project values that range from $ 1 billion to $2.2 million dollars, total installed cost (TIC). Projects included both union and open shop labor postures. Managed and coordinated all phases of the home office project life cycle including proposal development and client presentations; FEL scope, schedule, estimate and budget preparation; detail engineering and procurement execution; and final job closeout. Principal areas of responsibility included management of: home office engineering, procurement, cost, and scheduling staff; as well as site personnel including contract administration and construction coordination. Preparation of bid package documents through evaluation and award for equipment and construction work. Permit Coordination for submittal of engineering, design and support documentation to licensing agency in Puerto Rico (ARPE) and Fire Department for their approval and issue of required construction permits. Coordination and development of System Turnover plan for phased construction, testing, start up and turnover of process systems to client for their operating use. Coordination and development of a Superskid Execution Plan for all elements of the modular fabrication and delivery of 10 super skids from the US and Canada to Puerto Rico; including all rigging criteria; complete logistics and permitting for overland transit from the points of fabrication in the US and Canada to the U.S. port of departure; shipment to Puerto Rico via ocean barge, with subsequent island unloading and transit from the receiving port to the jobsite; the plan concluded with rigging and installation in the building. Performed audit and claims evaluations, developed mitigation options, and negotiated resolutions. Work Process Improvement (Quality) instructor and trainer for a new engineering office. Primary industries served include Petrochemical, Refining, Automotive, Chemical, Food, Pulp & Paper, Power, Fibers, Pharmaceuticals, and Biotech.
In 1996, I was the manager for Project Zeta which was one of five projects selected from over 2000 projects Fluor considered, to receive the Excellence Award. This is the highest recognition within Fluor for meeting or exceeding all project objectives.
