Recruited by this real estate investment trust headquartered in Indianapolis, Indiana. Duke acquired the Alexandria based Mark Winkler Companies commercial portfolio in 2006 as it expanded into the Washington DC market to form a Government Solutions group.

Overall responsibility included managing proposals from conceptual budgets, through detailed estimates, to proposal presentation. Prepared proposal responses and presentation materials for requests for proposals (RFPs). Prepared quantity takeoffs and estimates. Solicited proposals from consultants and contractors as necessary to prepare complete budget estimates and proposal responses. Prepared bid tabulations and bid estimate summaries. Contributed to the award of WHS BRAC 133 at Mark Center.

From project award, my role for the company on the BRAC project included the development of a standard set of project-specific controls, procedures and processes. Developed process flow diagrams such as the change order process, and the chain of command flow chart illustrating Dukes role as the portal whereby all contractual information flows through. Served as document control manager with the responsibility to receive and distribute information to the project teams while evaluating and mitigating potential risks. Utilized constructware and contract manager web-based project management systems as the primary collaborative tools for communicating design and construction information such as design packages, correspondence, RFIs, and change requests. Maintained excel spreadsheet document control logs for all correspondence received by the government and the contractor. Maintained both the change management and RFI Logs via excel spreadsheets and shared these logs with both the government and the contractor on a weekly basis. Reviewed all contractor RFIs and change requests for compliance with the contract, analyzed them for potential cost and schedule impacts, and prepared them for final submission to USACE for a government review and a response.

HITT Contracting Inc., Fairfax, Virginia
September 1998 to October 2007 Senior Cost Manager

Recruited in 1998 as an estimator during a corporate expansion, I managed a diversity of bids for shell building projects, both on a competitive bid and negotiated basis. Promoted to senior estimator after one year as the department expanded to service its growing volume of preconstruction services. Provided overall management, direction and oversight to a staff of six estimators while reporting directly to the VP of Preconstruction and Estimating. Interfaced directly with market sector VPs while providing a full range of preconstruction services from schematic budgeting to lessons learned on projects in the $10 million to $30 million dollar range.

Promoted to senior cost manager in 2003 and transitioned to field operations to provide full time on-site cost management services as part of a project team for 1500 Tysons McLean and later Dulles Discovery, two fast track complex projects designed and constructed for the government to integrate various agencies. Responsible for all aspects of job cost management. Much of the scope of work for these projects was undetermined at the onset and the design was finalized through the issuance of construction change directives and field orders to implement the just-in-time design. I assembled and directed a change management team and facilitated the cost management process with the team of HITT project managers and superintendents. Managed and facilitated the change management process from issuance of the field order, to preparation and review of the change proposal, to execution of the owner change order, to issuance of the subcontract change orders. Interfaced daily with the owner developer, design team, government representative, and tenant. I continued beyond final completion in August of 2004 to May of 2005 to oversee project closeout for 1500 Tysons. The 1500 Tysons project team was reassembled in October 2005 to complete the $190 million dollar Dulles Discovery project. I joined the team in May 2006 in the same capacity as Senior Cost Manager.

I closed out my tenure with HITT on the Washington Dulles Hilton Hotel. Following the successful completion of the project, HITT filed a dispute claim in February of 2006 to seek resolution and payment of unresolved changes. Binding arbitration hearings were conducted for 3 weeks in the fall of 2007. I spearheaded the claim preparation efforts, working in concert with HITTs counsel, to prepare and defend the claim. The panel of 3 arbitrators ruled in HITTs favor and final payment was made in March of 2008.


LORD & Waters Construction Inc., Columbia, Maryland
May 1989 to September 1998 Chief Estimator

Managed the estimating department for this commercial general contractor with an annual sales volume of $20 million dollars. The company specialized in retail and restaurant construction as well as interior tenant fit-outs. Experienced in bidding projects in the mid-atlantic region and having to scout the areas to solicit comprehensive subcontractor coverage. Utilized a Bidfax subcontractor database and bid solicitation software program to communicate with subs nationwide. Performed in-house quantity take-offs and scoping of sub trades. Compiled all bids on spreadsheets and reviewed with director of construction. Intimately involved in post bid negotiations with clients to achieve contract awards. Prepared annual bid analysis reports for strategic planning sessions.

J.A. Nearing Co., Inc., Laurel, Maryland
1984 to 1989 Estimator/Project Manager

Bid and managed commercial greenhouse projects for one of the nations leading greenhouse and glass structure manufacturers. Responsible for the construction of large scale commercial greenhouse projects from take-off to final completion. Worked closely with company president in researching and developing new methods of construction and implementing design changes. Also served as technical advisor to a national network of authorized greenhouse installers.

1983 to 1984 Architectural Draftsman

Worked in store planning department for this chain store operator with an emphasis on retail store design and construction. Developed final space definitions from preliminary sketches. Generated complete architectural and interior design drawings for interior fit-outs of Dart Drug, Trak Auto, Crown Books and Total Beverage retail stores.
