Divisions 1, 2, 3, Site Work Chief Estimator. Jobs range from big box site work projects to Heavy Highway Department of Transportation projects. Primary focus is large retail chain site work packages to include, but not limited to Mass Earth, Utilities, Paving, Concrete, Foundations, Demolition, Abatement, and Soils Treatments. Developed and maintained HCSS as a platform utilized within the department. Day to day operations consist of bid solicitation, breakouts, use of agtek to develop earth quantities. Auto Cad, and sorted spread sheet application. Interact with owners and owner agents as it pertains to the development and procurement of given projects. Main focus is on development of Virginia Department of Transportation procurement and accusation. At present, Company is seeking to stabilize financially. Provided support for a team of three junior to Mid Level Civil Estimators. Worked daily with development division on projected project budgets and concepts. Responsible for day to day project estimating as well as project overview and breakouts. Eighty percent of project bids where hard bid competitive. Twenty percent where conceptual design build. Responsible for job buyout turnovers, as well as, overseeing day to day operations within the department. Implementing and training of policies and procedures. Implemented HCSS and Timberline as the platforms utilized. Trained key personnel in use of tools and methods used day to day operations. Relocated to Northern Virginia from North Carolina due to an illness in family. Company Was Closed due to legal issues.

Manage dept of four estimators. Worked closely with owner and owners reps. Solicit and develop prospective client leads. Value Engineer 20 percent of submitted work. Provide hard budgets when requested. Develop company wide databases in HCSS and Timberline based on new policies and standards, and market trends. Mentor two junior level Estimators in crew assemblies, production rates, practical application. Project sizes are from 6 Million to 25 Million. I resigned my position due to my impending divorce, and this action taking place in Northern Virginia.

As Vice President, I managed day to day operations of ongoing projects, contract negotiations, vendor solicitation, and sub contractor contract negotiations. Managed an office pool of four (4) estimators, oversaw all day to day operation within the estimation dept. As estimator, provided hard takeoffs and value engineered estimates upon request. 30% of Estimation was Conceptual Jobs ranged from 100K to 25M. Worked with owners, agents, to develop project procurement. Utilized HCSS as platform. Trained personnel in means and methods. Became certified trainer in HAZ MAT 40 hour training. Attended Northern Virginia Community College at Night. Majored in Construction Management and Civil Engineering. At present I require two future credits in order to complete my degree in Civil Engineering.

As Chief Estimator, I managed day to day operations of the marine/specialty construction division. From initial project inception, throughout the bid process. Value engineering a majority of the projects along with design building. The operational area of my job scope included the hiring of key skill set personnel, safety compliance, DOT compliance, and instructed twice a month the OSHA confined space entry cert program. The majority of CCLs work involved super fund landfill closures & Cell site design builds as well as Value engineered projects. In turn a majority of estimation was detail involved, and design build. Project values estimated ranged from 100K to 15M. CCL was a small startup company. In 1994 I was asked to leave the field as a Project manager and take this position in York Pa.
