From: 2/3/ 2010 Present: Serves as the Director of Environmental, Health, and Safety for all U.S. Armed Forces in Kuwait. Provides leadership and direction for the Environmental, Safety, Industrial Hygiene, sanitation and waste removal, Training and Pest Management activities of the EH&S Directorate. Directs a professional team encompassing a wide range of functions within EHS. Interviews, selects and place candidates into open positions. Issue discipline whenever required and recommend termination or contract non-renewal when appropriate. Provides overall management of safety (includes industrial hygiene and radiation safety) and environmental programs to ensure compliance, prevention, restoration, and natural and cultural resources management are met. Serves as the Departments point of contact (POC) for all ISO 9000 and 14000 related activities, including internal audits, program reviews and certifications. Provides leadership and oversees the activities of 2 Department Managers and their programs to include Environmental, Pest Management, Safety, Industrial Hygiene, sanitation and waste removal, and Training.

Regularly interfaces with senior US Army environmental, engineering, and command personnel. Provides leadership and technical guidance in the areas of hazardous waste, hazardous materials, polychlorinated biphenyls (PCB), asbestos, spill planning, wastewater, drinking water, restoration, pollution prevention and medical waste management. Responsible for all aspects of hazardous material/waste handling, storage, sampling, characterization, transportation, and disposal to include interface with the Kuwaiti EPA. Reports directly to the Project Manager, President, and Area Support Group Kuwait (ASG-KU) Commander on matters concerning HAZMAT spills/emergencies. Ensures that all ASG-KU contractor personnel follow the applicable standards and requirements of the U.S. Army, Overseas Environmental Baseline Guidance Document (OEBGD), and Kuwait Final Governing Standards. Supervises Environmental Branch Manager and provides guidance to environmental specialists and engineers as needed. Pest Management Provides oversight and management for the ASG-KU Pest Management Program. Ensures that the program meets all requirements of the CSSC-K contract, US Army regulations, OEBGD, and the Final Governing Standards of Kuwait. Responsible for ensuring the development and implementation of the Integrated Pest Management Plan (IPMP). Oversees budget for the Directorate and approves each Departments budget by analyzing daily, weekly, and monthly financial and operating reports.













From: 4/4/ 2007 12/1/2009: I served as the Chief of Environmental Health for two U.S. Army installations. An Environmental Science Officer (ESO) with years of experience as a leader. I have earned my Masters Degree in Public Health in 2004. The Subject Matter Expert for all Environmental Health and Safety procedures and policies for two major Army installations (Fort McPherson and Fort Gillem Georgia). Responsible for reviewing, planning, and facilitating all agencies and leaders initiatives which helps to sustain their involvement in the Armys Environmental program for the installation, which enables our forces to sustain readiness, improve quality of life, strengthen civil relations, and preserve valuable natural resources. Responsible for inspecting all land use areas, hazardous waste sites, air quality, drinking water, recreational water, military installation activities and wastewater sites. Developed standard operating procedures for two U.S. Army installations. Provided on going support and guidance to over 200 facilities on environmental issues and incidents. Ensures compliance with local, state, and federal regulations and CERCLA regulations as well. Very familiar with OSHAs Lead standard 1910.1025 and OSHAs Asbestos standard 1910.1001. Served as the Installations strategist and analyst to promote command involvement, participation, and sustainable practices throughout the installation.
Provided expert advice and guidance to the Commanders and leaders on the most challenging problems facing an installation that has responsibility for a program of National or local scope and impact, such as justifying or settling matters involving a significant and controversial program policy. Served as the initial point of contact in facilitating, planning, directing, coordinating, developing , monitoring, implementing, and evaluating current or projected complex, interrelated environmental health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels in hazards training, revamping and revising all of the Environmental Health agency programs for the installation, exercises and evaluations. Reviewed, analyzed, planned, and evaluated all policies and made recommendations for all of my findings to the commanders and leaders of the installations. Made contact, advised, and collaborated with the Commander to ensure that all facilities are in compliance with all environmental policies.

While serving as the Installations Chief of Environmental Health, for a population of more than 178,000 personnel, I have reviewed and revised over 20 Standard Operating Procedures and Policies for the Environmental Health Department for both Fort McPherson and Fort Gillem military installations. I am very familiar with ISO, OSHA and the Environmental Protection Agencys (EPA) laws, policies and guidance. From 1992-1994: While serving as an Environmental Compliance Safety Officer and an instructor for Energy conservation for Fort Polk, Louisiana , I had to identify, analyze, and monitor issues that affect efficiency, cost reduction, growing service needs, and productivity. As the instructor for Fort Polks Energy Conservation Program, my main concern was stressing the importance of conserving energy and our natural resources. I taught an Energy conservation class once a week for the installation and I ensured that we had support from the Commanders, leaders and civilians by promoting sustainable practices throughout the installation.

Section lead for a program that manages and facilitates critical problem solving. Developed, oversaw, coordinated, and conducted monthly group training to ensure that my subordinates were properly trained to complete any assigned task. I coordinated with two separate Army Reserve Medical units out of our Command to formulate and establish great working relationships to create a good collaborative and successful program. Coordinated and directed activities such as setting up and conducting surveillances on facilities on both installations which has lead to all facilities being 100% satisfactory on all monthly inspections.

I am the facilitator for the Environmental Health Department for two Army installations and skilled in the application of adult learning principles, method, practices, and techniques associated with performance- based training. Completed the United States Armys Facilitators Course and Consideration of Others Program (CO2) and apply that knowledge with outstanding leadership in the application of training, education, and career development theories and practices, specifically in the areas of needs assessment, task analysis, curriculum design, and instructional design and delivery.
