Responsible for efforts of Colonial Construction Services in budget development, design and permit coordination, construction, turnover and warranty. Performed an average of 7 to 10 projects annually for a volume totaling over $150mm. Maintained overhead at less than 2% annually. 19921996 Kansas City MO: Construction Engineer for the $700 million NEXRAD modernization program for the Joint Systems Program Office of the NWS, DOD and FAA installing 139 Doppler Weather radar sites across the continental U.S., Hawaii, Alaska, Caribbean and Far East. Performed inspections of the radar site infrastructure, change/claim analysis, field engineering support, in-process and as-built design review of third party design. Developed a plan for organizing, preparing and distributing as-built drawings. Managed as-built review, preparation and distribution effort. Prepared cost proposals, and developed manpower estimates. Also developed the Program Safety Plan for field activities.
1991-1992 Kansas City MO: Project Controls Engineer for the $200 million Weather Service modernization program for the Special Engineering Project Office of the NWS constructing 60 Weather Service Offices across the continental U.S., Hawaii, Alaska and Caribbean. Monitored work scope, estimated and processed change requests and coordinated between FDI departments and client. Developed yearly budgets and work plan schedules and various tracking tools to monitor progress of tasked activities and budgets.
