EXPERIENCE HIGHLIGHTS
2006 to 2008President of the Sacramento Division of Warmington Homes California, a privately held homebuilder operating in the greater Sacramento market area. Responsible for overseeing the day-to-day operations of a major market division of a profitable homebuilding company, including all land acquisition, development, construction, financing and marketing activities. Proved adept at coordinating the various disciplines associated with a successful homebuilding operation in a very competitive marketplace. Reported directly to the president and chief operating officer of the company. Demonstrated extraordinary leadership and communication skills in managing the division during a deteriorating residential market in Sacramento.
2002 to 2006 Director of Acquisitions and Entitlements for Pacific Union Homes, a privately held residential and commercial real estate developer headquartered in Danville, California, but operating primarily in the California Central Valley. Supervisor of Central Valley Office located in Lathrop, California. Responsible for land acquisitions, due diligence and entitlement processing for master planned communities, commercial and residential projects located in the greater California Central Valley, from Bakersfield to Redding. Negotiated options and long-term escrows, completed due diligence, and processed entitlements and permits on projects located in the following markets: Porterville, Visalia, Tulare, Fresno, Hanford, Madera, Mendota, Atwater, Ceres, Modesto, Oakdale, Lathrop, Manteca, Galt, Maxwell, Willows and Orland. Acquired and placed under contract over 4,000 acres in the California Central Valley. Responsible for the sale of over 2,000 fully entitled residential lots to merchant builders at Pacific Union's projects in Lathrop, Oakdale and Madera.
1991 to 2002 Re-established private law practice, specializing in real estate matters ranging from real estate financing to land use law. Formed and became president of Wilmac Properties, Inc., a California corporation ("Wilmac") in 1991, for the purpose of acquiring and developing property in California. Identified and pursued equity investor relationships, while working closely with selected land brokers to locate and secure land acquisition and development opportunities throughout California. During this period of time, Wilmac placed under contractual control and was in the process of entitling the following projects: The Garbani Ranch in east San Diego County, The Ivy Ranch in the Palm Springs area, Adelanto Highlands in the Victorville area and Flowers Ranch in the Copperopolis area of the foothills of central California.
1987 to 1991 Manager of Land Acquisition and Forward Planning with Kaufman and Broad, a publicly traded homebuilding and real estate development company. Identified and placed under contractual control land acquisition opportunities in the Southern California area. Conducted and supervised feasibility analysis and created financial pro formas on projects. Managed consultants in the land planning process and lobbied local governmental agencies for entitlements and mitigation of conditions and exactions. Presented land acquisition opportunities directly to the president of the company for approval. Responsible for closing escrows of projects that were approved.
1986 to 1987 Vice President of PSB Realty Corporation, a wholly owned subsidiary of Pacific Savings Bank, with responsibilities for originating and supervising participating loans and equity joint ventures in residential and commercial real estate projects in the Southern California area. Initiated finance proposals to builders, personally conducted due diligence analysis and created pro formas on projects, supervised the creation of financing agreements and other required documentation, presented investment proposals to finance committee for approval, and supervised investment and disbursements during course of project.
1978 to 1986 General Counsel of Presley of Southern California, a publicly traded real estate development company specializing in residential, commercial, and master planned projects in Southern California. Promoted to Vice President, General Counsel in 1981, with responsibility for managing the legal department, which also included land acquisition and sales, DRE processing for public reports, creation and monitoring of homeowners' associations and risk management. Directly involved in the acquisition and land use/legal planning of two of Presley's largest and most successful master planned communities, Nellie Gail Ranch in Laguna Hills and Sun Lakes in Banning, California.

Mr. O'Brien was born in Long Beach, California and currently resides with his wife, Melinda, in Pleasanton, California and has two children in college, Mackenzie and William.
