NOx, SO2 and SO3, PM, Hg in a limited area and adhering to CAFRA/WQM/SESC/SPCC requirements, while the facility will be in operation. Re-established company safety and administrative procedures for a $450 million, EPC back end air quality project in the northeast. Nov 06 to August 07 Gunter Annex Bowling Annex- USAF/SFVX, Montgomery, AL Title II Construction Manager-3DI/Parsons- Direct Employee I was serving as the Title Construction Manager for Air Force Services, managing the contract for the contracting office and general contractor. My duties included implementing the contract and specifications, technical evaluation and response to RFIs, technical inspection, submittal review and recommendation, executing 10 hour OSHA training for GC employees, ensuring labor standards, monitoring CPM schedule (MS Projects), processing and providing independent estimates (Cost Works) to forward proposed modifications and then change orders, processing and adjusting if necessary payment applications and maintaining document control in office and as administrator for the project web site, implementing end of construction turnover to prepare for close out.. August 04 to Feb 05 Manager of Projects- Paper Mill, Rome, GA Yates Construction- Direct Employee Managed a Paper Mill retrofit and a new construction project under budget, before end date with zero incidents. Assisted client/owner with new lockout and confined space protocol in Rome, Ga. Other duties included estimates for additional work, pay roll, subcontractor performance for this low budget company.
Feb 04 to August 04 Poletti Project, New York Power Authority, Astoria, NY Mechanical Construction Manager DMJM Harris- Direct Employee New York Power Authorities $600,000,000.00 Polletti Project in Queens, New York. Changed turn over priorities after arriving to reflect the critical path demands of Power generating facility. Mechanical CM reports to PM and director for NYPA, and cooperative involvement with the vendor G.E. and independent auditing when the trades caused slippage in the schedule. Assisted NYPAs technical generator consultant in his evaluation of both the Contractors and G.E.s abilities to accomplish schedule and budget with the external influences of the labor unions and craft responsibilities. Maintained cooperative efforts daily with the scheduling manager to ensure construction activities and turnovers supported the requirements of the commissioning team.
Oct 03 to Feb 04 Chesapeake Outage/ ROFA, Chesapeake, VA Project Manager- Dominion Virginia Power- Contract Employee
Managed general contractor, sub-contractors and vendors on an ROFA emissions reduction, coal fired boiler retrofit project in Chesapeake, Va. Utilized the general contractors daily rate performance to ensure the consistency of scope of the project and meeting milestones ahead of schedule. As a result of my experiences with performing all aspects of the work as a filed journeyman and technician, I have the ability to evaluate performance and technical inspection of craft quality.
July 01 to Oct 03 Possum Point Unit 6, Dumfries, VA Construction Project Manager- Dominion Resources- Contract Employee
Construction PM on a new $350,000,000.00 2 on 1 power generating facility in Possum Point, Va. I performed the total spectrum of project duties during my tenure. Delays from G.E. and Seargeant Lundy design omissions and errors, causing numerous critical path shifts, allowed the General Contractor to initiate grounds which gave me opportunity to implement the required documentation and leverage for a $10,000,000.00 liability against G.E. Another contractor failed to perform after bankruptcy, requiring me to begin and implement and control an entire project management process (RFQ, RFP, Acceptance, all logistics, weekly time approval) and applications until section completion. I provided the process flow for the turnover activities to support the needs of the commissioning team as requested by GE and the commissioning manager. Direct reports to me: quantity adjustments to the contract, extreme tedious permitting, turnover process including establishing punch lists and ownership and commissioning processes to completion.

Prior to 2001, I served as an Assistant Site Manager for AMEREN, in Carbondale, Illinois installing a two on two facility retrofitting two vintage G. E. steam turbines. I worked closely with Frucon Engineers on steam piping support issues and complimentary piping. Prior to Carbondale, I served as Site Manager and Craft Superintendent for TIC at Southern Companys Plant Daniels, at Oglethorpe Powers Cedartown and Smarr, Ga. Sites. Prior to these positions, I served as: piping/mechanical superintendent, general foreman, foreman, and/or journeyman for various large contractors on outages, petrochemical installs and refits and EPA retro fitting projects.
