ENTITLEMENT AND PLANNING Directed Playa Vista relations with City, State and Federal agencies to secure 3 Tentative and 10 Final Tract Maps necessary for delivering land sales totaling $900M. Managed agency relations and organized database for the clearance of over 500 governmental CEQA and EIR subdivision conditions of approval and mitigation measures. Saved company expense by direct agency relationships and processed covenants, quitclaims, vacations, easements and regulatory documents required to develop land for sale. Overcame City resistance and negotiated agreements enabling the development of above City standard public amenities which enhanced Playa Vista market value. Planned land subdivision, residential product sequencing, and creation of Homeowners Association increasing value of the award winning new community. Established relations with hostile community neighbors about property management, license agreements, and easement negotiations for profitable use of undeveloped land.
ENGINEERING AND CONSTRUCTION Prepared business plan for infrastructure design and development including Community Facilities District funding which qualified for Los Angeles City Mello Roos Tax District, saving company private funding of $135M, and managed other governmental incentive programs of $45M. Liaison with Public Works, Building and Safety, Department of Water and Power, private designers and contractors, focusing on quality and detail and tenaciously managed projects from inception through completion within schedule and budget. Negotiated multiple contracts for engineering design and permitting, and secured improvement bonds for grading, storm drain, sanitary sewer, potable water, reclaimed water, signals, street lighting, and streets resulting in coordinated development documents.
Secured over 300 permits and managed to close out or extension as required, including agency acceptance, bond exoneration and improvements conveyance to the agencies. Directed power, gas, telephone and cable utility agreement negotiations, payments, reimbursements, designs, permits, and completed system conveyance to utility companies. Managed offsite projects including over 50 regional transportation mitigation improvements and an existing 85 home under-grounding of overhead utilities project to design, permitting, bonding and delivery to agencies.
INFRASTRUCTURE AMENITIES Created and delivered ahead of schedule 25 parks, 75 acres of natural habitat open space, and over 6 miles of streetscapes to meet entitlement conditions and company marketing requirements. Prepared $50M park and $38M natural habitat business plan, directed cost estimating, value engineering, bid analysis, contactor selection and completed projects within budget. Selected and hired project teams for infrastructure amenity designs and managed progress and submissions to agencies for securing of approvals and permits.
