Work Experience

2007 to Present. ONeal, Inc. Greenville, SC. Civil Discipline Leader in charge of managing the design efforts of the civil team and assuring quality control. Provide leadership in civil design on industrial and commercial projects. Prepare pre-construction preliminary designs and takeoffs and final designs for all aspects of site design and construction. Develop permit applications for land disturbance, wetlands encroachment, and stormwater discharge. Responsible for manpower allocation, quality, client contact, and jurisdictional contact. Project experience included site design, wastewater treatment, landfills, sludge handling, sewers, roads, and stormwater management.

2005 to 2007. Freeland and Kauffman Engineers Greenville, SC. Civil engineer responsible for site design and permitting on light commercial projects in Florida, North Carolina, South Carolina, and Georgia. Projects involved highway entrances, stormwater permitting, zoning and planning permits, parking design, and landscaping.

2004 to 2005. Yeargin Construction Company Greenville, SC. Project manager/superintendent on light commercial and residential construction projects. Responsible for coordinating subcontractors, materials selection and delivery, and overall construction quality.

1996 to 2004. Carolina Heritage Builders Inc. Greer, SC Business owner/General Contractor on new commercial, new homes, remodeling, commercial upfits, and additions. Handle estimating, sales, contracts, subcontractors, accounting, tax preparation, and client relationships. P&L responsibility. Projects ranged in size from $3,000 to $300,000.

1987 to 1996. Sirrine Environmental Consultants (RUST Environment & Infrastructure, Inc.), Greenville, SC Deputy Program Manager/project manager for $75 million Federal environmental services contract for the U.S. Air Force, Robins AFB, Georgia. Started office for 15 professional staff. Established government accounting practices, led effort to adopt FAR processes and cost estimating which were new to the company. Trained active professionals in FAR requirements and procedures. Prepared estimates, proposals, administered contracts, hired personnel, and conducted purchasing. Responsible for overall office P&L. Point of contact for Air Force contracting personnel.
Computer Systems Manager responsible for over 100 PCs and Macs on a Novell network. Software support covered Autocad, Intergraph, Softdesk Civil, Lotus, DBase, Excel, Wordperfect, Word, Timeline, and Filemaker Pro. Provided training in software use, network operations, and electronic mail.

1974 to 1979 and 1981 to 1987. CRS - Sirrine Inc. Greenville, SC. Project Manager/Engineer on a wide variety of civil and environmental projects including large industrial projects, residential developments, landfills, wetlands determinations, environmental assessments, and permitting. Design experience involved roads, railroads, process and sanitary sewers, wastewater treatment, water treatment, water distribution, river intakes, fire systems, process piping, solid waste management, heavy duty area pavement, and acid-proof pavement. Lead civil engineer on two grass roots new paper mills ranging in cost from $500 to $800 million plus additions at both mills. Responsible for design, estimating, client contact, and construction oversight.

1979 to 1981. Wilbur Smith and Associates Charleston, SC. Lead Civil Engineer. Projects included Wando Ship Terminal, water distribution for City of Hanahan, and water treatment for Isle of Palms.
