QUALIFICATIONS: Being in my 32nd year in a Technical and Leadership position in the Site Preparation and Construction Industry after graduating from college, whether it be in preparing Strip Mining Permits, performing cross-sections of Coal Stockpiles and volume calculations and overseeing operations at large strip mines for companies in Southwest Virginia early in my career to owning and operating my own Site Development firm for ten years in Northeast Tennessee, I feel, with that experience that I can greatly contribute to a company's success. EDUCATION: 1973-1979: Bachelor of Science in Industrial Technology with an emphasis in Building Construction and Land Surveying. East Tennessee State University. 1969-1973: Diploma, Elizabethton High School.
CERTIFICATIONS, LICENSES & PROFESSIONAL ORGANIZATIONS Tennessee Registered Land Surveyor, License # 1432, issued in 1983. License status is currently listed as inactive with reinstatement by applying to the board. Continuing Education courses of 31 hrs achieved in late 2007, as required for reinstatement. Certified TN Designated Agent for Licensed General Contractors in the classifications of Heavy/Highway and Municipal Utilities. Certificate, OSHA 10-Hr Safety and Health Training. Primary responsibilities include preparing estimates for Total Site Preparation Construction projects. This preparation included take-off of Earthwork Excavation/Grading, Site Utilities and Hardscapes, using Paydirt Software. Site Utility bid items included Storm Drainage, Sanitary, Water and Underground Electrical Systems. Hardscapes bid items included Base Stone, Asphalt and Concrete Paving, Curbing, Sidewalks and Retaining Walls. Both residential development of subdivisions and multi-family projects, commercial projects of all types and industrial projects such as specialty excavation and landfills were included in the company's scope of work. Besides take-off, all aspects of estimating projects including obtaining sub and material pricing, calculating costs and profit margins for production, manpower and equipment usage and the preparation of the final bid pricing and submittal were performed. Change Order pricing and negotiations with the client in this respect was also included as well as the scheduling of acquired projects using MS Project was an additional responsibility. Customers included General Contractors on commercial projects where ARUSA was a subcontractor, Private Sector Developers of major residential, mixed-use and commercial projects and Municipalities/ Public Sector entities such as the Charlotte-Douglas International Airport and various towns/cities in the Charlotte area.

Primary duties included the standard duties of owning and operating small business such daily operational and project management of the company, equipment fleet decisions including purchase evaluations, preventive and routine maintenance measures and parts and repairs; daily scheduling of equipment and manpower usage and human resource matters using MS Project. The company maintained a consistent number of 20-25 employees and annual revenue of $1.5-1.7M. Additionally, responsibilities included those described in my tenures at BCS and ARUSA involving estimating using Paydirt software, bidding and project management. Primary projects performed as a subcontractor on Commercial and Industrial projects and Prime Contractor on public and private projects such as Municipal Street and Utility improvements and development of private residential, commercial and industrial properties. New business operations were halted in 2003, ongoing projects were completed and the business was dissolved and closed in December 2005 based solely on my desire to no longer remain a business owner. Primary responsibilities included the preparation of Plans and Narratives necessary for obtaining Surface and Underground Mining operations; overseeing subcontractor producers on a 750 acre strip mine and Surveying in Underground Mines for correct location and alignment of mining operations and Cross-Sections of Coal Stockpiles and determining volumes.
