Assist the procurement department with Buy-Out, locate, solicit material, services, equipment, analyze quotes and purchase agreements. Nurture & develop new and existing subcontractor and vendor relationships via attending functions such as networking/social events, seminars, committees as designated via AGC, contractor associations and one on one personal relationships (previously established and newly developed). Study and understand current market conditions and prices. Assist with development of alternative delivery proposals, Essential to maintain production deadlines and ACCELERATING approved, conceptual/preliminary CPM schedule.
Lead and be responsible for the pre-construction phase, to include: Provide VE analysis and options on impacts to project schedules and budgets. Propose alternate strategies for means and methods. Provide multiple constructability reviews, cost estimates, cost model comparisons and schedules with qualifications and assumptions. Develop material and other comparison analysis. Identify any contractor required permits fees and licenses. Identify all potential long lead or potential cost escalation items. Identify and qualifying subcontractors and vendors. Manage pre-construction coordination meetings and bid reviews. Generate timely and accurate proposals, quantity reports and other related items. Conduct and/or participate in the weekly estimating team meetings to discuss resource and other needs.
