Leased, contracted TIs and Managed new Central Valley office in Lathrop, CA. Primary responsibility was the construction of Phase I of Land Park, a 1600 acre Master Planned Community north of Louise Ave and west of I-5 in Lathrop. Land Park is comprised of 6,800 residential lots, 325 acres of Commercial / Office space fronting I-5, 135 acres of Parks, a High School, 3 Elementary schools, 2 Large Storm-water Pump Stations, 29 acre feet of underground storm water detention, 3.6MG water storage tank, a 2.25MGD MBR Sewer Treatment Plant and 2 miles of Levee Enhancement along the San Joaquin River on the western boundary.
Construction began in 2006 and included installation of 475 60 deep dewatering wells necessary for the installation of underground wet utilities, Mass grading, preparation and sale of a 55 Acre Commercial site, a 50 Acre High School site, Completion of a 135,000 GPM storm water pump station with a 3,500 72 Force Main to the San Joaquin River, design, approval and permitting for Phase I of 1 2.25MGD Waste Water Treatment Plant, 96 storm, 36 sanitary and 24 domestic and re-cycled water lines under the first five miles of roadways, completion of 2 miles of Joint Trench, 4 miles of sanitary sewer and recycled water force mains, 3 bore and jack operations under I-5, SR 120 and the UPRR as well as mapping of the first 1,100 lots. As RME licensed Richland as General Engineering Contractor.

Responsible for all Off-site construction for the 5,000 acre, 16,000 home New Town of Mountain House west of Tracy. Completed a Raw Water Pump Station at the California Aqueduct, a 21,000 lf, 30 Raw Water Force Main, 1-MGD Water Treatment Plant, two 5 MG steel water storage tanks, .5 MGD Temporary Waste Water Treatment Plant, a 3.0 MGD SBR Waste Water Treatment Plant with a River Discharge, 5+ Miles of Arterial Roadways with infrastructure to serve the first 3,100 lots in Phase I,II & III of a 12 Phase project, 5 acre Community Park, Infrastructure for the first Elementary School for the Lammersville School District and an 11,000sf Commercial Building. In June of 2002 construction began for the improvement of the first 922 Lots that were completed and turned over to Lennar Homes in just 160 days.
Completed the 3 mile Restoration of Mountain House Creek in 2 seasons despite the 58 page permit grated by 16 state and federal agencies, Improvements to Phase II & III including Arterial Roadway, installation of seven 4- lane bridges and delivery of 2,081 fully improved building lots in 248 days.
Completed design of the Interchange at I-205 and Mountain House Parkway, completed the Widening of 2 miles of Mountain House Parkway to I-205, 2 miles of Rule #20b Overhead to Underground Conversion, Improvement and Signalization of 10 major intersections. Completed clean-up of two large oil contaminated sites within Mountain House Creek.
Instrumental in creating added value at Mountain House resulting in a 2004 sale to Shea Homes for $900MM.

Responsible for all Off-Site and On-Site improvements for Cordelia Village in Cordelia, CA an 8,000 lot Master Planned Community; including 1/2 mile main arterial re-alignment, re-alignment of 5,600 feet of creek, construction of an off-site 800,000 gallon water tank and $1.4MM water pump station and a 10MM CY landside repair project. Responsibilities also extended to final completion and acceptance of 16 communities in Cordelia, Antioch and Pittsburg. Worked extensively with entitlement department, federal and state agencies.

Land Development Manager for an 868 lot mixed use residential project in Brentwood, CA. Responsible for the installation of over $17.7MM of Master Improvements for the 5 builders comprising the LLC. Construction started in late July of 98 and was completed in November 1999.
Responsibilities included: Acquisition of necessary RoWs, TCEs and RoEs, assembling of 53 permits from 26 agencies, Demolition of 15 homes, buildings, 28 Acres of Cherries, demolition relocation of 1 mile of existing roadway, Installation of over 36,000 lf of sewer, storm, water and irrigation pipelines, construction of a dual 72 storm drain outfall, Jack and Bore under 2 creeks and over a mile of Rule #20B, overhead to underground utility conversion.
Monthly update meeting held with members of LLC, Developed and maintained cashflow as well as monthly financial reporting and Cash Calls to pay for portions of work not covered by Mello-Roos bonds.

Joined this newly formed company in the spring of 1996. Paramount among duties was licensing the company as an RMO, hire a Contracts Administrator & a Site Superintendent, create a standard Sub-Contract / Scope of Work package, Product Specifications and Builders Warranty. Concurrently, I acted as purchasing agent and bid out projects in Hollister, Mill Valley, Danville and Moraga. The four person construction operations staff possessed 121 years of experience in the development/home building industry.
Working closely with land acquisition department prepared feasibility studies and proformas on dozens of properties throughout the bay area, twelve of the 14 properties were subsequently built out.

Formed company to develop custom homes, and to provide consulting services to builder/developers including; feasibility studies, cashflows, construction management, and marketing on a fee basis. Developed and/or built 67 custom homes in 6 years.
Consulting assignments included a one-year contract to revamp the sales program for "Parc Telegraph", a luxury condominium project in downtown San Francisco that had been suffering from a poor image and very slow sales rates. Sales were significantly increased by re-vamping the existing model complex and addition of a very extensive buyer paid upgrade program resulting in sales of the remaining 74 units in under 1 year, greatly increasing profits for the developer. I also provided construction management services for the upgrade program.
Developed a marketing program for a 43 unit upscale production home project in Concord selling in the $400-$500,000 range by setting up a lender funded trade-in program to facilitate sales, resulting in a 400% increase in closings in 1993.

Project manager on Golden Gateway Commons in San Francisco, a 3 building $175 million dollar in-fill Luxury condominium project on The Embarcadero in downtown San Francisco. Worked directly with the owner (Vintage Properties) and the architects (Fisher-Friedman) to revise detailing to assure quality, value and constructability. This was an award winning and very successful project.
