2007-Present:Site Manager (CDI Engineering Solutions, Houston, TX, USA) for USD $169MM TIC Maleic Anhydride Production Unit for confidential client in Geismar, Louisiana.

In this role, Mr. Millers responsibilities have included development and implementation of a site safety program for CDI employees; assessment, development and implementation of the site management plan; development and maintenance of engineering construction support budget; development and management of site cost control systems; control of project costs through constant surveillance; management of site engineering function; development of field directives for scope clarification, specification deviations, material substitutions, cost reduction / value engineering, vendor equipment modifications and field modifications necessary for plant safety; participation in constructability reviews for detailed design and critical lifts; review and approval of safety issues, construction schedules / milestones, productivity reviews, and steering committee; oversight of engineering deliverables (i.e. drawings, certified documents) and receipt of all tagged equipment at jobsite.

2006-2007:Project Manager (Thalle Construction, Inc., Atlanta, GA, USA) for USD $100 MM TIC RCC Dam for Canton/Cobb Marietta Water Authority.

As the Senior Project Manager, Mr. Miller was responsible for the overall management of both direct-hire and contracted resources for this RCC dam construction project. The project was highlighted by the successful foundation preparation and fabrication of 235,000 yard3 of RCC for the dam, including ancillary structures. In this role, Mr. Miller was responsible for the management of six separate sub-contractors supporting the fabrication process; development of construction coordination plan; management of the site RFI process; development and implementation of all project budgets; control of project costs; identification, analysis, and resolution of change orders; adherence to project schedules and milestones; and preparation of monthly project reports.

2004 2006:Engineering Manager/Construction Manager (Readiness Management Support, LC) for Air Force Contract Augmentation Program, US Department of Defense, Camp Taji, Al Taji, Iraq

Directly responsible for RMSs Engineering and Construction Management services for AFCAP programs at Camp Cook and Camp Taji, Al-Taji, and throughout Iraq.

Air Force Contract Augmentation Program AFCAP II & III

This contract was funded by the AFCAP program at Camp Taji, Iraq. This covers engineering for all base operations and maintenance for approximately 22,000 coalition troops and 8000 civilians at Camp Taji with an annual budget of over $100 Million.
* Managed Engineering / Construction services for new construction and complete renovation of existing facilities including military facilities, schools, airfield, warehouse facilities, and security facilities.
* Life Support Areas (LSAs) and Department of Public Works (DPW).
* Responsible for an engineering staff of 8 Engineers including Cad Operators and Construction Managers. Engineering and project support for a workforce of over 300 people.
* Support for departments included HVAC, Electrical, Structural, Plumbing, Roads & Grounds and the 40 MW Power Plant.
* Construction of an additional 12 megawatt power station and installation of secondary power distribution throughout the base.
* Managed all aspects of Project Planning within the Department including DWGs, SOWs, Detailed MOPs, ROMs and Material Requisitions. Quality control for client deliverables.
* Performed all functions related to facility over-site planning, pre-design, and task orders for base O & M.
* Managed all aspects of fixed price contracts including Military customer relations/Logistic support.
* Wrote proposals/RFPs for all HERC/IRAQ Projects for RMS
* Responsible for overseeing all O&M and New Installations for Fiber Optic Network on Taji Base including updating the base wide Network Map.


Mr. Miller was responsible for managing the engineering / construction services for all new and retrofit existing facilities (including power and water distribution systems, generator sets, LSAs and DPW). In this position, he was directly responsible for a 350-man combined engineering / construction task force. His scope of responsibility also included the design/build of numerous man-camps; management of all aspects of the companys Project Controls Department (including scheduling, cost control and estimating); development of the overall facility site plan, pre-design, and task orders for base O&M; and oversight of quality control of client deliverables.

2001 2004:Regional Construction Manager (Luster National, Inc. East Coast Division, Weston, CT, USA)

As Regional Construction Manager, Mr. Miller was directly responsible for all company operations in the southeastern United States, including contract negotiations for at-risk projects; development of construction staffing and site mobilization plans, implementation, management and maintenance of effective labor relations; establishment and maintenance of lines of communication; providing direction and support to Project Controls Department; controlling and minimizing non-reimbursable costs; driving constructability reviews; maintaining effective client relations; review and approve all bids for at-risk projects; and oversee facility planning and pre-design.

While in this capacity, Mr. Miller also personally served as the Construction Manager for the QA/QC and NDE functions for the $5.4 Billion TIC Fifth Runway Project at Hartsfield-Jackson Airport in Atlanta, Georgia.

1997 2002:Principal (RJM Associates, Houston, TX, USA))

As the Principal for this USD $10MM annual revenue company, Mr. Miller was responsible for the oversight and management of all daily company activities, including preparing regional strategic and operating plans; being the focal point in the region for allocating company resources; ensuring functional support services are available as required (e.g. security, legal, HR, accounting, marketing support, etc.); being the focal point for the companys image in its market area; ensuring compliance with local statutory requirements and filings; maintaining local relationships with partners, subcontractors, etc.; managing regional partnerships, alliances, and agents; facilitating office workload balance; and maintaining responsibility for local Client relationships.

While in this role, Mr. Miller was directly responsible for project and construction management for the following specific projects:

1992 1997:Regional Construction Manager (Brown and Caldwell, Houston, TX, USA)

Overall responsibility for the management of all construction-related field activities, the establishment of work procedures for turnkey construction projects, and the management of negotiations for both cost-plus fixed fee as well as lump sum construction bids.

As Regional Construction Manager, responsible for all construction management and construction oversight functions for a series of Wastewater Treatment Facilities throughout the United States. Specific experience includes serving as Construction Manager for UST removal and new installation, environmental remediation projects, oil production and processing, and utility relocations at IAH airport for Continental Airlines.
