I was at Lisbon Contractors in a senior management role for over twenty years. Lisbon was engaged in the heavy highway industry performing on contracts involving; small and large diameter sanitary sewer pipeline, water main, earth work, cast-in-place culverts, pump stations, treatment plants, single span bridges, and road reconstruction. During that span Lisbon completed contracts in; Pennsylvania, New Jersey, Delaware, Maryland, and Virginia. My responsibilities included; estimating, purchasing, contract negotiation, scheduling of resources, managing scope changes, field teams, government agencies, and overall budget responsibility.

During the past three and a half years I was a Land Development Manager for a large public homebuilder, K. Hovnanian Homes. My responsibilities included; entitlements, permits, approvals, budgeting, bid & buyout, contracting with field trades and professional consultants, maintaining collaborative relationships with local and state agencies, and delivering quarterly cost to complete analyses over multiple sites to senior executives.

Heavy Highway Projects

Executed multiple projects from conception through development. Partnered with estimators and the project team to schedule and allocate resources, ensure that proper equipment, manpower, and field preparation is onsite to meet or exceed production, establish and maintain cost controls, enforce safety policies, and promote a high level of quality workmanship, and customer satisfaction.
Managed $9M construction project in Baltimore County, MD involving 96-inch diameter pre-stressed concrete pipe water transmission main, and four underground tunnels requiring excavations of depths in excess of 25 foot deep requiring a shoring system designed with steel beams and lumber. Met client, and design engineer, (Rummel, Klepper, & Kahl) expectations by delivering project on time and on budget.
Led a $15M US Army Corps of Engineers, Baltimore District, Loch Haven Local Flood Protection Project. Construction of earth and concrete levees near Bald Eagle Creek located in Lock Haven, PA. Work consisted of mass cuts and fills, precast earth reinforced retaining wall system, storm piping and related structures including steel sheeting. The project was completed on time, and acknowledged by the ACOE as a quality performance project with zero accident days.
Oversaw $4.5M, multi-contract sanitary sewer project, and $5.4M pump station in West Rehoboth, DE. Work consisted of installing new sanitary sewers, service laterals, and several pump stations for existing and future development. Approximately 50% of the proposed pipeline required dewatering utilizing a well point system. This project received high praises from the consulting engineer, George, Miles & Buhr, for quality performance, partnership over extra work orders and on time completion with minimal disturbance with residents.
Directed $1.7 M sanitary sewer and water main project for the City of Philadelphia Water Department. Project consisted of 36-inch diameter sewer and large cast-in-place junction chambers. Initiated and secured approval for a value engineering change order modifying the junction chambers to precast, and changing pipe specification from RCP to DIP saving significant budgeted labor & material dollars, and enabling the immediate backfill over the pipe and structures resulting in minimized street disturbance to traffic and local vendors.
Co-managed a $20M road reconstruction project for Penn. DOT at the Route 29 & Route 202 interchange in West Chester, PA. My specific responsibilities involved mass cuts & fills including significant rock removal without blasting, and utilities. Project amount included approximately $1.8M in added change orders secured and approved with Penn DOT as a value engineering proposal.

Residential Land Development Projects

Managed multiple residential communities involving; bid and buyout of trade vendors, negotiation of contracts, managing professional consultants during conceptual and approval process, and responsibilities over land development budget including quarterly cost to complete reporting.
Implemented new processes to streamline and standardize procedures of procuring and negotiating with land development trade partners.
