SUMMARY: I have over 30 years of experience in safety, safety training and environmental health management on domestic and international assignments with electric utilities, refineries, and healthcare facilities. I also have experience that includes rubber, plastics and metals. I have developed corporate safety policies and programs with responsibility as Safety Manager on construction projects; developed and tracked OSHA safety reports, statistical data, and provided corporate analysis; directed and developed corporate safety manuals, safety newsletters, and guidelines. My duties have included developing training and guidelines for environmental programs with experience in hazardous materials and emergency response teams. I have also developed and tracked safety reports, statistical data, and analyses for corporate decision-making and project bidding procedures. 3/2008-Present: Project Safety Manager for Alstom Power. 850 MW supercritical boiler construction for Kansas City Power & Light. Responsibilities includes the updating of the entire safety program for the project, updating training, training records, enhancing all phases of project safety and safety records.

9/2007-3/2008: Safety Manager for Sargent & Lundy LLC, Safety Manager in the Construction Management team for a 485 MW coal fired plant at Gillette, Wyoming. Responsibilities include developing a safety manual for Sargent & Lundy engineering staff. Additional responsibilities include advising the construction management staff in safety matters and overseeing the proper safety management of the site contractors through the construction management staff.

9/2004-7/2007: Safety Manager (Consultant) Hitachi America Ltd., Tarrytown, NY
Construction of an 800 MW Super critical coal fired power plant in Council Bluffs, Iowa, a 1.4 billion dollar project. Managing all aspects of the project safety for project contractors.

9/2002-9/2004: Safety Consultant- North American Contract Employee Services, Houston, TX
Through this company I am working with Alstom Power on a power plant outages in Missouri. The projects have been economizer rebuilds, air preheater rebuilds, High Temp and Low Temp superheats, precipitator work and boiler reconstruction. They have had high rates of accidents in the past. I was brought in because I have a good background of analyzing the management, craft personnel, work techniques and reducing the losses created by accidents. I have worked with their management personnel and worked with the unions and the craft personnel. The recordable injuries were substantially reduced.

01/2002-8/2002: Adecco Technical, Shelton, CT
Consulting assignment for an electric power generating company in Connecticut. Assignment to enhance the occupational safety and environmental health department of the company. Did management safety training, (OSHA 10 hour course for all engineers and management personnel), hourly employee safety training, monitored the safety incentive program, did plant safety/environmental health audits, trained in-plant safety/environmental audit teams of employees, upgraded MSDS system, developed policies for all contractors on ongoing contracts and plant outage contracts, upgraded the hoist and rigging programs to meet OSHA standards, corrected the eyewash equipment and inspection procedures, and arranged their safety training to meet OSHA required subjects. Reviewed NFPA 70 (NEC) with the client. Reduced their lost time and recordable injuries to zero.

1996-11/2001: Director, Safety/Environmental Health. Saudi Arabian National Guard Health Affairs. (country wide) This is a healthcare organization of 9500-10000 employees. My work there was the development of occupational safety procedures for the healthcare workers, maintenance and construction workers. I developed a system of handling the hazardous chemical waste and the hazardous medical waste for the health affairs that met the environmental guidelines. I also worked with the development of procedures for emergency control of bioterrorism with the Director of Bioterrorism for the Saudi Arabia Ministry of Defense. I worked with the MEPA (Ministry of Environmental Protection Administration) on the hazardous waste disposal. I worked on a joint venture for the building and commissioning of incinerators for the Health Affairs and the up grading of sewage treatment plants. I monitored and developed procedures for maintaining the laboratory hoods and equipment for microbiology, chemistry and TB laboratories. I monitored their water quality and general environmental health of the compound communities for the expatriate employees.

1995-1996: Project Safety Manager, Raytheon Engineers & Constructors Inc., Convent, LA.
Assigned to Texacos largest oil refinery, I managed the safety programs for all subcontractors on-site for a major turnaround. This involved all construction requirements of OSHA 1926 and 1910. There were approximately 2500 employees on-site.

1993-1995: Project Safety Manager, Raytheon Engineers and Constructors, Denver, CO.
I managed the construction safety for all the contractors for the expansion and up grade for a refinery in Illinois. I approved all the safety manuals, safety procedures for the sub contractors. I directed all of their safety meetings based on their safety performance in all the required safety areas of OSHA 1926 and 1910. I led all of their safety inspections of their work areas.

1992-1993: Project Safety Manager, Raytheon Engineers and Constructors, Denver, CO.
Assigned to a Raytheon project in Colorado, I assisted the plant personnel in preparing for start-up of a flue gas desulphurization (FGD scrubber) unit. I developed supervisory training on chemicals used in the scrubber and provided input to other training courses for plant personnel (lockout/tagout, confined spaces, process safety, first aid, CPR, etc.) I also designed escape routes on of the scrubber building and helped set up a plant safety committee. I developed a safety management system for the client at the plant level. I did much of the training for this management training. The training was based on the premise Safety is a Management Function and a Supervisor Responsibility.

1989-1992: Safety/Health Consultant, Saline Water Conversion Corporation, Jeddah, Saudi Arabia.
I directed the development of safety policies and procedures for this Saudi Arabian government corporation. I used the U.S. OSHA regulations as the Saudi Government uses them. I also supervised development of safety and technical training materials and conducted interpersonal skills training for management personnel. I trained two Saudi Industrial Engineers in safety/environmental health management.

1985-1989: Corporate Safety/Training Manager, Intermountain Power Service Corporation, Delta, UT.
As Safety/Training Manager for this corporation of approximately 1400 employees, I directed a staff of 5-7 people in training course development and instruction. I also directed 7-8 safety supervisory personnel in safety aspects of the company. My responsibilities in training included all aspects of power generation, including safety, plant operations, maintenance, chemistry, and coal handling. I personally taught management training skills to mid level managers and to first line supervisors. The safety training and development was also a part of the direction of the training and safety staff. I worked with the handling of the fuel (coal) from the mines in Thunder Basin, I am familiar with MSHA rules.

1983-1985: Senior Safety Officer, Saline Water Conversion Corporation, Al Khobar, Saudi Arabia.
I served as the Safety Officer for this construction and start-up project of 5 turbine/generators and 10 desalination units. I managed plant safety programs, instructed plant personnel in the safety aspects of the their jobs as they pertained to maintenance and operations. I oversaw the consortium contractor performance for the client from a safety perspective. I also directed the consortium efforts in the training of plant personnel in all aspect of safety for new fire equipment and the inplant fire protection system and the safety involved in the maintenance and start up of all new equipment. I worked with the Government Corporation on plant security measures.


1981-1983: Safety Director, Colorado Ute Electric Co. (now Tri-State Generation & Transmission), Craig, CO.
I provided safety training to plant personnel and oversaw plant safety programs including all new construction, maintenance and operational procedures. I also delivered maintenance training to personnel bidding into the maintenance organization and assisted with maintenance management as well as safety during plant outages. At this plant site we owned and operated our own strip mines for coal fuel. We worked with the MSHA regulations for the mining, the mine trucks and coal storage and supply into the plant.

1971-1981: Assistant Safety Manager/Apprentice Training, Goodyear Tire & Rubber Co., Topeka, KS.
I served as Assistant Safety Manager for Goodyears plant in Topeka. I also managed the apprenticeship program for the plant maintenance personnel, developing and teaching courses as required to support the safety program in the crafts of; mechanics, machinists, electricians, pipefitters and instrument technicians. I developed the Performance Based apprentice training program that Goodyear is known for today. I directed the safety committee and lead safety inspections for all areas of this large tire production facility. I was involved in the safety training for all plant areas. I also had successful tenure as a maintenance superintendent for Goodyear. I worked two years for Goodyear International in Casablanca, Morocco.

1964-1971: Assistant Principal, Teacher, and Coach in Kansas Public Schools.
