OBJECTIVE

EXPERIENCE

Project Engineer SummerHill Homes, Palo Alto, CA 2006- 2008
Developed site work construction estimates, budgets up to eight (8) million dollars and schedules for proposed developments based on engineering drawings and specs.
Responsible for development and engineering design of project plans, coordination between civil engineering (grading & paving, underground utilities and appurtenances plus related concrete work), landscaping, electrical consultants, value engineering, critiquing and evaluating plans prior to submittals to the proper jurisdictions in order to acquire approval on submitted construction plans and obtain the required construction permits.
Prepared bid proposals for the different aspects of work including RFPs, RFIs & RFQs.
Compared contractors bid proposals with my material take-offs and estimates, established a negotiating position, negotiated contracts, and awarded contracts for the different construction activities.
Managed site activities to include but not limited to grading and paving, installation of the underground utilities, concrete work, landscaping, Electrical, asbestos and lead abatement.
Performed contract administration plus Completed and maintained all required project documentation by following up, tracking, and monitoring construction schedule and budget in order to ensure on time and on budget delivery.
Obtained all required permits from all jurisdictions and agencies.
Before commencement of work, I arranged and attended meetings with various agencies, our contractors plus also conducted community meetings to discuss and inform the citizens about the project and its short term impact on the community.
Managed multi projects by providing on-site construction supervision, quality control, and directions.
Coordinated with site superintendents and contractors on a daily basis to get their progress and compare it to the job schedule in order to have on time and on budget delivery.
Coordinated with site superintendents in scheduling project inspections.
Reviewed contractors claims and proposals for merit and accountability and negotiated prices before issuing change orders and authorized contract and extra work payments.
Monitored project completions and permit sign-offs in order to get bond releases..
Engineering field technical support and direction to include trouble shoot and solve field problems related to changed site conditions, design irregularities, or omissions by making the needed design changes and acquiring agency approval.

Principal Construction Inspector City of San Jose, Public Works Department - San Jose, CA 1991- 2006

Managed, supervised, trained, motivated, and conducted yearly performance evaluation of thirteen (13) senior and associate inspectors and four (4) engineering technicians performing daily construction inspection, traffic safety control per MUTCD and trench safety per OSHA requirements in projects related to Public Works, Capital Improvement projects and Utility permits.
Managed and administered multi City projects that valued up to six (6) million dollars, plus issued permits to the Utility Companies performing work in the City Right of Way.
Reviewed and interpreted construction plans and specifications, developed scope of work, engineering estimate based on material take-offs and labor requirement, and checked and revised bid packages including RFPs and RFQs, checked on construction feasibility, quantities, contractors submittals are per contract requirements, quality control, Inspection, pay letters, negotiate settlement of extra work and change orders.
Developed sections fiscal operating budget with recommendation for the number of staff required, equipment needed (vehicles, computers, etc.) depending on projected load for the upcoming year.
Conducted site inspection visits, resolved site issues and conflicts by providing technical support and developing quick solutions to the arising issues with minimal or no delays to the project progress by using my engineering and experience background.
Managed USA Section for locating City facilities.
Planed and organized section activities and effectively by managing and assigning projects tasks according to the work load and distributing it effectively and efficiently among Section Personal.
Reviewed completed work, establish procedures, evaluated and submitted required records and reports.
Implemented and conducted safety training for section staff.
Coordinated, communicated and managed projects with consultants, engineers, various City departments, other government jurisdictions and municipalities, utility companies, Police Department, and community representatives.
Performed customer service function including proactively diffusing any potential concerns or issues by focusing on the customer's needs, collaborating with responsible parties to resolve issues, and responding to different types of complaints and inquiries from the public, City Attorney's Office, City Council, and other City departments.
Wrote reports and memos to upper management and City Council plus attended Council meetings dealing with my projects.
Developed :
1- "Standard Inspection Manual" to unify the Utility Sections inspection methods
2-"Standard Specifications and Standard Details Manual" for the Public Works Department, Utility Section which will unify the specification requirements of the Utility Section from all the Utility Companies and their contractors.
As a safety officer for the section, I conducted bi-weekly meetings and quarterly seminars, generated a safety manual to be used as a guideline by the Utility Section.

1986 - 1991

Checked plans prepared estimates of construction costs based on engineering drawings, specifications, and drawings.
Submitted hard bids for both the private and public sector (municipal public works and Caltrans); prepared bar-charts, progress reports, traffic control plans, and any other contract requirement.
Worked on contract administration and Management of contracts on hand.
Negotiated contracts, handled claims/ change orders and settlements by providing support in price negotiations.
Managed site construction activities through site superintendant and foremen.
Worked on the installation of underground utilities including Storm and Sanitary Sewer lines (ranging in size from 4 up to 84) and their appurtenances plus water pipelines (ranging in size from 4 up to 36) , grading and paving and concrete work.
Worked on underground waste water piping rehab projects from point repair to slip lining.
Kept records and checked daily progress, submitted pay-letters, extra works, and negotiated settlements.
Coordinated with suppliers for material purchase in order to ensure on-time delivery to meet contract schedules.

Responsible for oil and gas industry contracts that ranged in value from a few hundred thousand up to ten million dollars
Performed civil, mechanical, geological, electrical, and instrumentation engineering
Managed projects by working with clients and their consultants, overseeing the work site and keeping up-to-date records to ensure on-time and on-budget project delivery
Dealt with contract negotiations, bid submittals and settlement of disputes and claims

Oversaw materials purchasing and made sure that it met the required specifications
Managed and supervised a working force of 120-150 people and trained all superintendents and foremen in weekly tailgate meetings and kept them up-to-date on construction methods, new technology, and especially safety.
