Qualifications
I regularly perform the necessary administrative/management duties to support efficient, effective and profitable field execution of assigned company projects. Communicates with GC and/or Owner representatives, the Project Superintendent, the General Superintendent, Sub-contractors, the Project Administrator, and company owners as necessary to ensure cost effective and timely completion of the assigned project. Along with the Project Superintendent and General Superintendent incorporates key project milestones provided by the GC/owner into a Critical Path logic and detailed schedule using Primivera scheduling software, necessary to meet these. Serves as the primary contact to interact with the GC/owner on scheduling, field problems, RFls and change orders. Arranges material deliveries to balance schedule needs, cash expenditures, and site storage concerns. Schedules subcontractor work to support the critical path schedule. Is the primary point of contact between the field and office personnel including the Project Administrator, Design and the company owners. Ensures that necessary documentation/paperwork is completed to support billings and collections and monitors and takes action as needed to improve accounts receivable. Maintains documentation for 3 week, 2 week, and 1 week look ahead schedules. Makes day to day decisions on material ordering and subcontractor scheduling. Ensures that RFls and Change order processes are properly followed. Uses independent judgment to price change orders and/or request assistance from estimating. Prepares and/or requests from subcontractors all documentation necessary for submittals to the owner/GC. Estimates projects for bid, including quantity take-off pricing and submission to owners and GCs.

Palmetto Structures Company, 8/2008 to Present (laid off 10/2008)
I Joined Palmetto Structures Company performing Project Manager duties previously described. Palmettos business is principally Bridge Construction and Deep Foundation Technology. Work includes MSE Walls, Pile Driving, Drilled Shaft Construction, and shoring systems. Due to the current state of the economy, I was temporally laid off until cash flow issues can be resolved.

McMillan-Carter Inc. 8/2005 to 8/2008
I Joined McMillan-Carter in July of 2005 as Construction Manager/Division Manager for McMillan-Carters Heavy Highway Division. I managed the SCDOT Highway project 42.143B, Hwy. #215 in Roebuck, valued in excess of 15 million dollars. Under my management the project was completed ahead of schedule and within budget. Additionally I managed the reconstruction of Rocky Slope Rd. and development of a 60 acre subdivision for Verdae Development, which is a high visibility project valued in excess of 3 million dollars. Numerous other projects were managed by me while employed at McMillan Carter

SPECIFIC DUTIES AND RESPONSIBILITIES
Maintains open and effective communication between field and office personnel
including the Project Superintendent, the General Superintendent, Sub-contractors,
the Project Administrator, and company owners.
Initiate CPM Schedule with start date, milestone dates, completion dates
Represents McMillan-Carter, Inc. at Site Pre-Construction meetings to ensure that
critical company issues are addressed and documented.
Serves as the primary company contact for GC/Owner communication and decision
making.
Participates with the Project Superintendent and General Superintendent to develop
an initial critical path logic and detailed schedule for each project.
In collaboration with the Project Superintendent, maintains, documents and
communicates 3 week, 2 week and 1 week look ahead schedules to affected
McMillan-Carter, inc. parties including the General Superintendent and company
owners.
Participates in and documents the outcomes from the company's internal preconstruction
meeting.
Prepares subcontractor contracts and submits to the Project Administrator within 7
calendar days of the McMillan-Carter, Inc. internal pre-construction meeting.
Negotiates, finalizes and executes subcontractor contracts after signed copy is
received from subcontractor.
Requests, obtains and completes internal distribution of project construction
documents.
Compares construction documents to bid documents and initiates RFIS and
changes orders as necessary.
Maintains effective communication with key site participants and participates in Site
project meetings to remain current on critical project status and milestones.
Schedules material deliveries to optimize schedule needs, cash expenditures, and
site storage concerns.
Schedules subcontractors to meet critical project logic and milestones.
Works with site personnel to identify and resolve field problems/changes and
initiates and follows up on RFls and changer orders as needed.
Compiles and submits projects billings.
Monitors Accounts receivable for assigned projects and follows company procedure
to escalate follow up as needed to improve collections.
Investigates personnel or equipment accidents on his projects

Investigates damages to utility lines and property damage and report to appropriate
authority.
Initiates locating of underground utilities.
Review for accuracy and approve invoices for prompt payment from suppliers and
subcontractors.
Review dailies weekly and edit when necessary.
Maintain telephone log for each project.
Maintain a diary for documenting pertinent information on each project.
Prepares/reviews project submittals for review by owner/GC.
Prepares bid estimates including take-off and pricing.

PBS&J Experience
I started work for PBS&J in December, 2003 and was assigned to Construction Services as the Senior Project Engineer for the York County, South Carolina Pennies for Progress construction program. He managed 4 projects under construction with total costs exceeding 24 million dollars.

KCA/KCCS Experience
I joined KCCS, in July 1994. Prior to being placed on the KCA payroll I worked with KCA team Members for PAB Consultants.

The following are projects and the role in which I worked while at KCA/KCCS:
Project / Office Engineer for the SR-82, Michigan Ave. to Ortiz reconstruction in Lee County and as a Project Administrator for FDOT projects on US-41, 4 lanes to 6 lane reconstruction in Lee and Collier Counties.
I completed work as a Project Engineer on 3 combined Federal Aid roadway reconstruction projects on SR 82 and US 41 in Southwest Florida.
Senior inspector/ assistant Office Engineer on 4.3 miles of Interstate 4 reconstruction/Expansion Project, Section 4.
Senior Inspector/Office Engineer, SR 434 Project, Seminole County, the reconstruction and relocation of utilities of SR 434 from SR 419 to Tuskawilla Road.
Senior Building Inspector, Dart Boulevard, Orange County, construction of new bridge on Dart Blvd., 4 ramps connecting SR 91 (Floridas Turnpike) with Dart Blvd., 2 toll facilities and 1 administration building and new water sewer facilities.
Senior Inspector, Turnpike, Osceola County, resurfacing 18 miles of Floridas Turnpike.
Senior Inspector, Turnpike, Hillsborough County, new construction of Section 4.1 of the Veterans Expressway.

Previous Experience
PAB Consultants, Inc., I served as an Inspector on Section 4.1 of the Veterans Expressway. My inspection responsibilities included earthwork, pipe culverts, storm sewers, subgrade, base, asphalt pavements, water and sewer utility relocation, MSE Wall construction, erosion control, signalization, signing and lighting as well as all required concrete, soils and asphalt pavement testing.

Williams & Associates employed me as Senior Inspector. My duties included all concrete and soils testing for the addition of a new seven-story Vinoy hotel and the St. Petersburg Yacht Club, including all roadway, water/sewer utilities and recreation facilities, and threshold inspection for Pinellas County Schools and St. Petersburg Yacht Club. Additional duties included; pavement analyses for the Florida Department of Transportation, pile load testing and pile driving for several local high-rise buildings, soils, concrete and asphalt testing for commercial customers.

General Development Utilities, I was employed as a Senior Utility Inspector. My duties included scheduling, observing and inspecting all phases of water and sewer utility installation of a 4 square mile area located in rural Charlotte County.

Charlotte County Florida, I served as a Senior Inspector. My duties included inspecting building, roadway, water and sewer utility construction throughout the county including new construction projects and repairs of existing facilities.

I served in the U.S. Air Force for 9 years. My last 5 years were spent as a Technical Training Instructor. I taught construction inspection principals, materials testing and surveying to USAF, USN, and Department of Defense civilian students. These courses were presented in resident and mobile formats. Additionally, Mr. Murphy performed drafting and survey duties for the USAF for 4 years prior to becoming a construction inspector these duties consisted of preparing architectural, mechanical, electrical and civil drawings and sketches; reading and interpreting blueprints and preparing sketches for projects; making estimates of material, labor, and equipment requirements..
