A record of success with private sector and municipal clients, working with both open-shop and union work forces building wastewater treatment plants, coal washing and segregating facilities, stainless steel strip finishing mills, water treatment plants, industrial facilities, lime processing plants, cogeneration power plants, and nuclear waste reduction projects in Pennsylvania, Texas, Kentucky, Florida, West Virginia, New York, Connecticut, Rhode Island, Delaware, Tennessee, and Shanghai, China. Majority of experience is on firm lump sum price work.
EXPERIENCE
The Winter Construction Company, Atlanta GA. 30309 April 2006 October 2008 Sr. Project Manager, - Bay County Water Treatment Plant Expansion, Panama City, FL. Selected as the Senior Project Manager to take over an ailing project that was being reported as 60% complete. Project was a $17.9 million Water Treatment Plant upgrade including Actiflo treatment process, sludge presses and associated chemical feed systems. Also included was the refurbishing of eight down-flow sand and charcoal filters. Position held P&L responsibility for all of Phase 2 work and additional work. Report directly to Executive Vice-President and to Chief Financial Officer in Atlanta. Re-organized the project staff and quickly analyzed and addressed field deficiencies to move the project in the right direction. Established proper piping installation techniques and requirements of testing and documentation. Created and implemented project management systems for successfully tracking labor productivity. Developed close working relationships with client (Bay County Utilities) and JJ&G Engineers to fast track a Work Change Directive in the allotted 9 month timeframe. Work Change Directive was negotiated as a $12.1 million fast track T&M contract. Contract included over $6.2 million of field purchased equipment to expand the plant to a capacity of 60 mgd. Field issued and administrated $1.6 million in sub-contracts for site work, electrical, painting and insulation. Prepared AIA monthly billings, updated schedules, tracked productivity and reported to both client and company management. Final outcome of the Bay County project reflected a modest net profit of $1.16 million. as compared to the -$1.46 million loss it was projecting when I took over the project. A $2.65 million swing in the companys favor.

Savin Engineers, P.C., Pleasantville NY 10570 February 2005 April 2006 Change Order Cost Control Engineer Bowery Bay WWTP in Astoria, NY Contract services to Hazen & Sawyer Inc., Construction Manager for New York City DEP. Responsible to receive, evaluate, price and negotiate contract change orders with the electrical contractor. Negotiated over $3.6 million in change orders resulting a net savings of $879 thousand dollars versus the contractors proposals a providing a net savings of 21% to the City of New York. Negotiations required understanding scope of work changed, take-offs, and estimate of man-hours. Reduced backlog of pending undecided change orders from 31 to 3 in 17 months while completing incoming new proposals.
MYRpower Inc. Bloomfield CT. 06002 May 2000 June 2004 Hired by MYR Group of Chicago, IL., a Specialty Mechanical Contractor, to team with others to start-up, develop and establish a Mechanical Electrical Construction Division to be named MYRpower Inc.. Over 4 years of progressive growth from Assistant Project Manager to Project Manager. Completed over $94 million of contracts requiring 560 thousand man-hours of work. Projects included Mechanical installation of Gas Fired Turbine Co-Generation equipment and piping, Underground piping systems, and Wastewater Treatment plants. Achieved numerous safety awards at various jobsites. Was instrumental in project documentation substantiating a $90 million arbitration hearing.
Project Manager Naugatuck WWTP Naugatuck, CT. Wastewater treatment facility project consisting of replacement of aeration trains, new sludge dewatering, sludge processing building and sludge incineration. All equipment supplied by CM - US Filter Corp. On-site project responsibilities included planning and scheduling, cost coding, reporting earned value, material requisition, RFIs, EWOs preparing AIA billings, customer interface, labor relations and project close-out. Initiated and maintained a productivity database for all work activities. Diligently worked with the client in maintaining accurate tracking of man-hours equipment and materials for processing change orders resulting in $1.3 million additional revenues. Monitor and control all cost aspects of the project including forecasting costs, identifying trends, taking action to avoid cost overruns and identifying opportunities.
Special Projects Manager Main Office Bloomfield, CT. Work with key team members to develop estimating practices, catalog tools, and assist in business development. Estimating projects resulting in the award of two new construction projects worth $9.0 million. Projects consisted of Sewage Treatment Facilities, new Co-generation Power Plants and Steam Heating Systems for Universities. Developed and integrated inventory databases for tracking tools, computers, vehicles and other construction equipment to reduce operational expenses.
Assistant Project Manager Lake Road Power Station Dayville, CT. Mechanical installation of 3 Alstom GT-26 Combined Cycle Turbine-Generators located in Dayville CT. for Alstom Power. Initiated and maintained a Primavera P3 schedule and work breakdown structure to suit clients integrated site schedule. Developed monthly project status reports listing milestones achieved, s-curves, and cost forecasts. Documented and tracked all change orders and extra work orders resulting in an increase of $41.0 million in project revenues. Also responsible for document control, overseeing engineering changes, bi-weekly work and scheduling meetings, RFIs, EWOs, and tracking base scope project status and costs using earned value methods.

Cintar Inc., Pittsburgh, PA 15222 December 1988 May 2000 12 years of diversified experience in both industrial engineering design and construction. Design of various piping systems including hydraulics and specialty gases. Gained valuable overseas experience working with multinational work forces constructing foundations, buildings and process piping systems for two joint venture factories.
Site Superintendent Wilmington Wastewater Treatment Facility, Wilmington, DE. On-site supervision of the completion of a $14 million dollar facility upgrade program at a 150-MGD Wastewater Treatment Facility. Components of this facility included retrofitting coarse air bubbler systems, sludge pumping replacement/rebuilds, chlorine injection system, installation of a plant wide SCADA monitoring/control network and numerous upgrades to existing equipment. Solicited and evaluated subcontractor bids for the installation of the electrical and mechanical equipment.
Construction Manager STAL Stainless Steel, Shanghai, China Coordinated 6 construction contracts while on location in Shanghai, China. Stainless steel rolling and finishing facility was a joint venture between Allegheny Ludlum and Shanghai #10 Steel. Contracts included concrete foundations, structural steel erection, (pre-engineered building), 35 Kv power station, plant utility piping, and equipment installation of rolling mills, annealing furnaces, and tension leveler. After completion of construction, was instrumental in start-up of various systems resulting in a complete operating facility.
Project Manager - Designer Organized and developed complete design packages including hydraulics, cooling water, steam, water treatment and compressed air for various industrial applications. Designed the complete plant process piping for the above listed STAL stainless steel rolling and finishing plant. After construction documented and prepared final as-built drawings. Design Build of a multiple gas system for industrial plant. Gasses were hydrogen, argon, oxygen, nitrogen, and helium. CM duties were to sub-contract and supervise installation of all stainless steel tubing and fittings. Construction Management services to D&L Inc. overseeing mechanical construction of a nuclear waste reduction facility for Molten Metals Inc. in Oakridge Tennessee. Provided field engineering services to Ruthruff Inc. for field routing all piping on a coal washing facility for Custom Coals Inc. in rural Pennsylvania.
Power Piping Co. Inc., Pittsburgh, PA. 1981 1988 Field Engineer Field engineer on-site at Perry Nuclear facility to oversee and document the installation of critical and non critical pipe hangers and supports.
Designer / Detailer Design, layout and detail of fabrication drawings for industrial piping systems mostly in the power generation field.
Babcock Contractors Inc., Pittsburgh, PA 1978 - 1981 Field Engineer Field engineer and Assistant Superintendent on location in Austin Texas, was responsible for the complete layout of construction for a lime processing plant for KVS Inc. Worked with labor trades to resolve construction problems, scheduling, safety meetings and cost coding. Field engineer on-site at Seebree, KY to assist in the construction of AAF electrostatic precipitator, scrubbers, ID fans, and ductwork. Start up and commissioning of two mine acid wastewater treatment plants for Tunnelton Mines and Greenwich Collieries Inc. Included performance testing, close-out documentation and O&M Manuals.

Designer
Responsible for design of piping systems for industrial and municipal projects. Duties included; computing hydraulic flows, pressure losses, sizing of lines and selection of pumps and equipment to complete an entire turnkey project.
Michael Baker Jr. Inc., Beaver, PA 1972 - 1978 Designer Sewage Treatment plant design, pump station design and layout of sewer lines for numerous Municipalities. Was responsible to lead 15 to 20 draftsmen for various sewer line projects. Worked with feasibility studies and Government Agencies. Construction inspection on some projects to insure compliance with drawings and specifications.
Previous employment includes positions of Estimator and Office Engineer for Massaro Corp., General Contractor Pittsburgh, PA. (1972) and Freeport Brick Co. Freeport, PA. (1969-1971). Estimating projects included Churches, Schools and medical facilities. Office engineer work consisted of expansion of a refractory manufacturing facility including automated brick setting equipment and buildings.
