Successful completion of projects in five states and six foreign countries has given me a very broad and deep understanding of the myriad approaches to civil engineering methods. While I was with the Parsons Corporation , I was assigned to progressively more responsible and larger projects until I was promoted in Kuwait to a Principal Project Manager. Assignments to manage ten Resident engineer groups , a design and a materials testing group in Taiwan: six R.E. groups, a large design arm and a materials testing group in Kuwait; as well as five R.E. teams with a small design crew and a large Testing arm in Thailand honed my management skills for the Loop 101 Management Consultant project in Phoenix. This Loop 101 project was the largest Parsons project at the time. It involved the supervision of five departments, seven design consultants and eight DBE subconsultants. I also performed Quality assurance audits of all participating firms. I interviewed firms and set up contracts for 3.5 million dollars for DBE firms before it was a requirement of ADOT.
Several of my notable accomplishments are: In Kuwait, I recruited engineers by personally visiting London after newspaper advertisements were posted. A necessity since a world wide cost escalation had priced American engineers out of the market for this man-month reimbursable project. I also reorganized the staffing to Include Inspectors at a good billable salary and thus prevented serious budget shortfalls for the 3 year life of the project I initiated a $256,000 subsurface exploration in Thailand and thus saved $6 million in foundation costs for piling in the Bangkok Jelly underlying the entire tollway.
I have been fortunate to be in responsible charge of projects completed in : hard bid, design/build and CMAR. I believe that this varied experience has enabled me to provide substantial value received to our clients . I also believe that my practice of approaching projects as team efforts similar to the CMAR project delivery method has helped every project to be a win/win endeavor.
Project Experience Resident Engineer for Pinnacle One, 2004to2007 Town of Gilbert Capital Improvement program $20 million street realignment and a $12 million widening project--both CMAR projects. And City of Peoria Lake Pleasant Parkway improvements $22 million rebuilding a two lane street into a fully signalized major arterial serving the Lake Pleasant recreation area constructed in a fully built out area..
Principal Project Manager for Parsons Corporation,1969 to 2004 Outer Loop (101) ADOT Management consultant project ;Manage a staff of 68 engineers in :design coordination, project control, environmental design, community liaison and construction coordination for this 55 mile freeway. Developed the design concepts and directed final design by other consultants I personally organized a DBE program and administered $3.5 million in sub- consultant designs to selected firms. I also completed the Quality Assurance for our office and the other seven design consultants working on the project.
Design/ build San Jaoquin Tollway in Orange County, Ca. Resolved $8+ Million in design and construction claims and managed the contractors quality assurance program.
Project/construction Manager jn Sudan, Saudi Arabia, Kuwait, Thailand, Taiwan. and Tanzania.I worked overseas under a Power Of Attorney Issued by the U S State Dept. for Parsons.
Chief Engineer for Reeves Construction. Co. /Reeves Ready-mix Co. Supervised Crews for batching, pouring and finishing Concrete on bridges, box culverts, and miscellaneous concrete work. Also chief engineer for $10 million highway work per year. Did quality inspections for American -Marieta precast concrete plant for pipe and prestressed Girders.
