Managed a $1.2 million /yr. environmental budget for the development of a Habitat Conservation Plan specific to the Virgin River corridor for ESA coverage on four endangered species. Acted as key point of contact for coordination with federal agencies (USFWS, BLM, USACE) and Clark County. Acted as primary City coordinator for a multi-state, multi-jurisdictional river restoration and flood control effort concerning the Virgin River following a historic 100-year flood event in January 2005. Coordinated river restoration projects and permitting efforts with agencies such as the NRCS, USACE, USFWS, Nevada Division of Wildlife, Clark County Regional Flood Control District, and other stakeholders. Guided technical efforts by the City regarding Master Plan updates and surrounding land use plans, as they related to conservation measures.

Responsible for providing environmental program development and compliance oversight, and for serving as an internal and external environmental program liaison between upper level management, site regulatory representatives (EPA, State, & Tri-County Health), and contractors at the Rocky Mountain Arsenal (RMA), a $100/million/yr. superfund site located in Commerce City, Colorado. Manage and supervise the implementation of a site-wide environmental program, as well as project and technical tasks for the U.S. Army. This includes, but is not limited to assisting in the definition of program objectives, tasks, deliverables, and schedules, which includes preparation of technical reports and plans, and maintenance of existing reporting and tracking systems used for environmental compliance. Experienced in regulatory compliance (including site inspections by outside agencies), environmental program development and maintenance, site assessment, and remedial evaluation for various implementation projects, site infrastructure support services, and site-wide program management.
Additional responsibilities include the preparation of environmental documentation associated with building removal (demolition and disposal), and the transfer and disposal of real property (real estate) for the Army, including institutional and land use controls. Acted as key environmental coordinator on a team of professionals to de-list approximately 5000 acres of a CERCLA Superfund site and transfer the property to the USFWS to facilitate the establishment of the Rocky Mountain Arsenal National Wildlife Refuge.

Developed, managed, and supervised implementation of a site-wide Quality Assurance program applicable to the site ROD and associated environmental monitoring and remediation (31 plus implementation projects) implemented at the Rocky Mountain Arsenal (RMA) superfund site. This included, but was not limited to, hazardous waste landfills, soils remediation, groundwater barrier and treatment projects, construction and demolition, leachate wastewater treatment systems, infrastructure improvements, and natural prairie restoration. Experience includes multiple aspects of environmental compliance, remediation, and construction work based on federal, state, local, project, and corporate requirements. Operational work has included: development of policies and procedures, technical development of subcontracts, and subcontractor compliance issues. Conducted formal assessments (audits and surveillances) and coordinated corrective action for various environmental and construction tasks. Responsibilities also include implementation and maintenance of compliance issues for treatment, storage and disposal (TSDF) activities. This includes treatment plant operations, waste characterization, and shipment and disposal of solid and hazardous waste. Acted as lead QA Manager regarding stack emissions related to the sites submerged quench incinerator project (1994).
