Harry Pepper & Associates, Inc (HPA) was founded in 1918 by Harry Pepper, Sr. as a plumbing shop. Harry Pepper, Jr. joined the firm in 1945. As Jacksonville grew, HPA gained additional areas of construction expertise in water plants, sewer plants and heavy industrial projects. In the 1990s HPA further expanded its services to include projects for which it was responsible for both design and construction.
Harry Pepper Jr.s son, David Pepper became president and CEO of HPA in 1991 and continued the companys growth. Under David Peppers leadership, HPA has performed a wide variety of projects for the U.S. Navy, Corps of Engineers, South Florida Water Management District, Miami Dade County and other agencies. In addition to Bid-Build construction projects, such as Pump Stations, Wastewater Treatment Plants, Stormwater Treatment Facilities, and Airfield Pavements, HPA also has designed and constructed a variety of building facilities including barracks, child development centers and military training facilities for Government agencies.
HPA has four permanent offices in Florida. The home office in Jacksonville includes estimating, design, accounting, marketing and purchasing departments. The regional offices in West Palm Beach, Pensacola and Miami provide efficient management and estimating for projects in those areas.
HPA has been recognized by its clients for excellence in customer service, safety and innovative design work. It has been honored for its work with many outstanding performance evaluations, many letters of commendation, and a variety of awards from clients. The company was awarded the National Contractor of the Year 2000 Award by the Army Corps of Engineers resulting from the unprecedented design and construction of an $8 Million dollar pumping station that was constructed in 82 days.
